WHEREAS, The city desires to reconstruct VICTORIA STREET from Arlington Avenue to Larpenteur Avenue using Municipal
State Aid Funds; and
WHEREAS, Minnesota Rule 8820.9936 requires a 50 kilometers per hour (30 mph) design speed on Municipal State Aid funded
projects; and
WHEREAS, The proposed design speed of 40 kilometers per hour (25 mph) for a horizontal curve on Victoria Street at the
Nebraska intersection does not conform to Minnesota Rule 8820.9936; now, therefore, be it
RESOLVED, That the Saint Paul City Council do hereby authorize the Director of Public Works to request a variance from
Minnesota Rule 8820.9936 for the design speed of the horizontal curve.

Victoria Street between Arlington and Larpenteur will be reconstructed using Municipal State Aid Funds. State Aid rules require the
horizontal curves be designed to meet a 30 mph design speed. We are reguesting a variance to allow a curve which meets a 25 mph design
speed on Victoria at the Nebraska interseclion.
