1 WHEREAS, the City of Saint Paul recognizes the importance of neighborhood recreational opportunities for
Z children and families, and
3 WI3EREAS, quality playgrounds aze vital to the appeal and livability of Saint Paul's neighborhoods, and
4 WHEREAS, the Division of Pazks and Recreation has a demonstrated commihnent to provide safe recreational
5 facilities for children and families, and
6 WHEREAS, the play equipment at Groveland Recreation Center has a high volume of users including many
7 neighborhoodfamilies,studentsatGrovelandPazkSchool,andparticipantsintheParksandRecreationS'moreFun
8 Program, and
9 WHEREAS, several neighbarhood organizations as well as many pazents and residents have raised concerns about
10 the safety of the play equipment at Groveland Playground, and
11 WHEREAS, the 1998 Capital Improvement Budget includes an appropriation of $30,000 for construction of new
12 play equipment at Groveland, and
13 WHEREAS, matching grants totaling $65,000 from the Minnesota Deparhnent ofNatural Resources and the Saint
14 Paul School District are currently available for complerion of the improvements; now,
15 THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor
16 and advice ofthe Long Range Capital Improvement Budget Committee, that the 1998 Capital Improvement Budget,
17 as heretofore adopted and amended by this Council, is hereby further amended in the following particulars:

The e�cisting playground equipment at Groveland presents a safety hazard and has long been a concern to the communtty" ". Staff from
the Division of Pazks and Recreation have secured a$50,000 matclung grant from the Minnesota Deparhnent of Nahual Resources for
trus project, and the City has received a comxnitment of $15,000 in matching funds from the Saint Paul School Dishict for design and
conshucrion of new equipment. In addition to these funds and the $30,000 akeady budgeted for the project, other monies have been
idenrified from STAR projects, prior-year CIB project balances and CIB Contingency to provide sufficient funding to conshvct the
project as requested in ffie 1997 CIB process.
