WHEREAS, the Council of the City of Saint Paul adopted Council File No. 98-1012 on November 12, 1998,
which Council File was a resolution denying the application of Pooja, Inc. for a motel license at 149 E. Universiry
Avenue; and
WHEREAS, ±he applicant has appealed the Council action to the Court of Appeals, and seeks a stay of the
resolution pending determination of the case by the Court of Appeals; and
WHEREAS, the Council has heard the arguxnents of the applicant and the Office of Licenses, Inspection and
Environmental Protec6on concerning the stay; now, therefore, be it
RESOLVED, that based on the entire record in this case, including the proceedings before the Admuristrative
Law Judge and the CouncIl itself, the Council of the City of Saint Paul does hereby (deny�g�t�-the request of the

I am writing in support ofthe application of Fooja, Inc, for a motel license in the city of
Saint Paul. I am the remanderman on the Contract for deed and have an interest in this
property. i have ran motels in many parts of the country and find that it is best when a
municipality works with the owners to solve problems. The recommendation o£Judge
Barbarg L. Neilson is flawed in that it does not take consideration that a troubled
building, is better than a vacant one. Additional{y Judge Neilson does not consider the
efFect of the neighborhood on the business.
Yours is now a gotitical decision. It must be made on what is right for this citizen and
what is right for City. T have personally sued municipalities over this issue and won. Jay
Patel is a hard worker and a good man. He is trying to both run a clean and safe motel
and prepare the building fo� sale. Without the license it is harder to seU the building.
Please take my words into consideration and eontact me (collect if necessary) to discuss
the issue further.
