RESOLUTION SUPPORTING THE EXECUTIVE ORDERS ISSUED BY THE MAYOR AND OTHER
CONTINUING ACTIONS OF CITY AGENCIES TO IDENTIFY AND
REMEDIATE YEAR 2000 (Y2K) COMPUTER PROBLEMS
1 WHEREAS, on August 5, 1998 the City Council passed a resolution aclrnowledging the existence of the Year
2 2000 (Y2K) problem and its possible impacts upon City operations; and
3 WHEREAS, the City Council has supported City Y2K remediation efforts by approving budget changes �
4 requested by the Mayor; and
5 WHEREAS, the Mayor, through the issuance of two Executive Orders, has fiirther defined internal Y2K
6 remediation efforts and directed the initiation of external community preparedness; and
7 WHEREAS, copies of the Mayor's two Executive Orders are attached to this resolution; and
8 WHEREAS, the City Council supports both the internal and external efforts to prepare for and solve the Y2K
9 problem; now therefore be it
10 RESOLVED, that the City Council reaffirms its support for the continuing actions of City agencies to identify
11 and remediate Y2K problems; and be it
12 FURTHER RESOLVED, that the City Council declares its support for the Mayor's direction, building upon
13 Saint Paul's long and honored tradition of community action, to foster community preparedness to deal with
14 Y2K problems.

EXECUTIVE ORDER
Regarding City Government Solutions to the Year 2000 (Y2I� Problem
Whereas, the City of Saint Paui has a multi-million-dollaz investment in information technology
systems and equipment responsible for providing services and improving public safety for the
citizens of Saint Paul; and
Whereas, City computers, automated systems and equipment aze threatened by the Yeaz 2000
(Y2K) problem and, unless immediately addressed, a great many automated systems with mission-
critical applications will be negatively affected; and
Whereas, I have d'uected the City Department of Technology and Management Services to serve
as the internal lead agency to coordinate and develop a comprehensive sotution to the City's Y2K
problem; and
Whereas, the Mayor's Office and the Department of Technology and Management Services have
raised cityvvide awareness of the Y2K issue, created a citywide Y2K steering team and have
directed City agencies to assess and correct their Y2K problems;
Now, Therefore, I, Norm Coleman, Mayor of the City of Saint Paul, by virtue of the power and
authority invested in me by the Saint Paul City Charter, do hereby issue and decree this Executive
Order to be effective immediately and direct that:
Y2K solutions shall be a top City priority. With due consideration for mandated
initiatives, each agency shall defer commencing new computer projects until
essential systems are Y2K compliant.
2. Managers of each City agency shall be responsible to find and fix Y2K problems in
their essential systems, in accordance with the Department of Technology and
Management Services' YZK Program, no later than December 1, 1999. Each
agency shall also protect its essential systems from corruption by other systems
which aze not Y2K compliant. Agencies shall achieve compliance through e�sting
resources.
City agencies shall not purchase new systems, hazdware, software, or equipment
that is not year 2000 compliant or faiis to contain Y2K contract 3anguage.
4. The Department of Technology and Management Services shall continue to
coordinate the City's information technology Y2K Program. The Department
shall:
a. Define Y2K compliance standards for the City.

b. Require quarteriy reports from each City agency that is not Y2K compliant.
c. Analyze and validate any Y2K funding requests.
d. Provide quarterly Y2K status reports to the City Council.
e. Foster solutions to the problems presented by embedded microchips in
automated devices.
Address Y2K legal issues which may directly or indirectly affect City
services.
Agencies shall report to the Department of Technology and Management Services
that information which the department may require.

Whereas, there is a high degree of uncertainty with regard to the communitywide impact of Y2K
induced infrastructure failures; and
Whereas, the situation caused by these infrastructure failures could be disastrous, geographically
and functionally broader than past infrastructure failures; and
Whereas, community preparedness is emerging as a necessary and effective approach to prepare
for this situation; and
Whereas, Saint Paul has a long and honored history of neighbors and neighborhoods working
together; and
Whereas, Y2K presents an unprecedented challenge for all members of the Saint Paul
community; and
Whereas, by preparing now our community will be better off and may be in a position to lend
assistance, where needed, to people of other communities.
Now, Therefore, I, Norm Coleman, Mayor of the City of Saint Paul, by virtue of the power and
authority invested in me by the Saint Paul City Charter, do hereby issue and decree this Executive
Order to be effective immediately and direct that the following Y2K goals and actions be taken:
Strive to minimize the impact of Y2K induced failures on the safety, health and
we(fare of our citizens.
2. Work to make our community resources as robust as possible to respond to Y2K
issues.
Ma�cimize the speed, flexibility and effectiveness of community and City responses
to Y2K induced disruptions.
4. Provide leadership and support resources for a communitywide preparation effort.

5. Establish the "Saint Paul Get Ready" campaign office within Fire and Safety
Services and designate it as the focal point of an effort to prepare our community
