Michael Samuelson, District 7 Planning Council, appeared and stated the issue is one of visual blight. Phi-Tech is renting a bay at this location, but Mr. Samuelson had assumed the owners would be taking the en6re properiy. District 7 recommends adding the following conditions to the license: 1) No repair work will be done outside of their garage building; 2) The lot be limited to the number of cars it can have parked on it based on analysis by LIEP; 3) All cars/trucks must be currently registered; 4) Adequate landscaping and wood privacy fencing be required so the lot and building can be screened from adjoining neighbors and along Como and Western Avenues. Larry Zang reported this is an auto repair gazage license. The applicant is renting a space at this property. Mr. Zangs was not aware of the District 7 Planning Council letter containing conditions until later. LIEP recommends adding the following conditions to the license: 1) No repair of vehicles shall take place in the parking lot or on the public right-of-way; 2) Excepting the vehicle sales display azea, the paved surface east of the building shall be maintained as a parking lot far customer and employees. District 7's Condition 1 is covered. As for District 7's Condition 2, 388 Como was constructed under another zoning code, therefore, LIEP cannot apply the current formula for parking under this use. The only time Mr. Zangs could apply the cunent use is if the owners expanded the building. As for District 7's Condition 3, if LIEP receives complaints about vehicles that are inoperable and/or unlicensed, LIEP would question the business about it. Gerry Strathman asked wouid the conditions be different if he had known about the District 7 conditions earlier. Mr. Zangs responded LIEP's conditions would be the same. Dai Nguyen stated that some of the cazs in front of his building belong to A-1. In answer to other questions by Gerry Strathman, Mr. Nguyen responded these A-1 cars have been there for a while, and it is unknown if they are operable. As for the conditions recommended by L]EP and District 7, work is not done outside, but they will look at the engine. They will not repair the entire vehicle; diagnostic work is done.
