WHEREAS, Miim. Stat. § 473.864, requires all local government entities in the seven
county metropolitan azea to review and revise their respective comprehensive plans for
consistency with various Metropolitau Council policy plans referenced in Minn. Stat. §§ 473, I75
- 473.871 and to submit any comprehensive plan revisions to the Metropolitan Council by
December 31, 1998; and
WHEREAS, the Metropolitan Council has amended its policy plans that affect the City of
Saint Paul. As a result, the City must now review its comprehensive plan for consistency with
the Metropolitan Council's amended policy plans and submit any revisions to its comprehensive
plan to the Metropolitan Council by December 31, 1998; and
WHEREAS, Minn. Stat. § 473.864, Subd. 2 allows the Metropolitan Council to grant
extensions from the December 31, 1998 deadline to a local government unit for the purpose of
allowing the local government unit to complete any review and revision required so long as the
extension application includes a timetable and plan for completion of the review and revision;
and
VJHEREAS, the Department of Planning and Economic Development has prepared a
request for extension of the planning period that contains a timetable and a plan for completion
as required under Minn. Stat. § 473.864, Subd. 2(b)(2); NOW, THEREFQRE,
BE IT KESOLVED, that the City of Saint Paul, pursuant to Minn. Stat. § 473.864, Subd.
2(b)(2), requests that the Metropolitan Council grant the City of Saint Paul a ninety (90) day
extension from Becember 31, 1998 to April l, 1999. The purpose of the extension is to: ailow
the City of Saint Paul the opportunity to complete its comprehensive plan revisions; circulate the
revisions to adjacent govemmental units and affected school districts for review and comment;
and, following approval of the revised comprehensive p1an for submission to the Metropolitau
Council by the City of Saint Paul, to submit the plan for review by the Metropolitan Council;

WHEREAS, the Metropolitan Council has amende ts policy plans that affect the City of
Saint Paul. As a result, the City must now review its co rehensive plan for consistency with
the Metropolitan CounciPs amended policy plans and s mit any revisions to its comprehensive
plan to the Metropolitan Council by December 31, 19 ; and

VJHEREAS, the Department Planning and Economic Development has prepared a
request for extension of the planni period which contains a timetable and a plan far completion
as required under Minn. Stat. § 3.864, Subd. 2(b)(2); NOW, THEREFORE,
BE IT RESOLVED at the Council of the City of Saint Paul, pursuant to Minn. Stat. §
473.864, Subd. 2(b)(2), r uests that the Metropolitau Council grant the City of Saint Paul a
ninety (90) day extensi from December 31, 1998 to April 1, 1999. The purpose of the
extension is to a11ow e City of Saint Paul the opportunity to complete its comprehensive plan
revisions; circulate e revisions for review and comment to adjacent governmental units and
affected school 'strlcts and, following approval of the revised comprehensive plan by the Saint
Paul Plamiin ommission and the Council of the City of Saint Paul, to submit the plan for

FURTHER RESOLVED, that the attached Request for Extension of Planning Period, ��'��
prepared by the Department of Plauning and Economic Development and containing the City's
tunetable and plan for completion, shall be incorporated into this resolution by reference.
