WHEREAS, Public Health has requested the City Council to hold public hearings to consider
the advisability and necessity of ordering the repair or wrecking and removal of a twastory, wood
frame shucture with a detached, oversized, single-stall, wood frame garage located on property
hereinafter referred to as the "Subject Property" and commonly known as 237 Page Street East.
This property is legally described as follows, to wit:
Lot 19, Lawtons Rearrangement of Block 15 of Woodbury and Cases Addition to
Saint Paul
WHEREAS, based upon the records in the Ramsey County Recorder's Office and
information obtained by Public Health on or before July 16, 1997, the following are the now known
interested or responsible parties for the Subject Properry: H.U.D. Property Disposiuon, 220 Second
Street South, Minneapolis, MN 55401, Attn: Sophie Hallauer; Pham Express, Inc., 401 79th
Street West, Bloomington, MN 55420, Attn: Gene Johnson; Steven M. Rinker, 9745 221 Street
North, Forest Izke, MN 55025; Chameleon Properties, Inc., 5001 Sparrow Road, Minnetonka,
MN 55345, Attn: Fdwin Forteau
WHEREAS, Public Health has served in accordance with the provisions of Chapter 45 of the
Saint Paul I.egislative Code an order identified as an "Order to Abate Nuisance Building(s)" dated
August 5, 1997; and
WHEREAS, this order informed the then known interested or responsible parties that the
structure located on the S�bject Property is a nuisance building(s) pursuant to Chapter 45; and
WHEREAS, this order informed the interested or resgonsible parties that they must repair or
demolish the structure located on the Subject Properry by September 4, 1997; and
WHEREAS, the enforcement officer has posted a placard on the Subject Property declaring
this building(s) to constitute a nuisance condition; subject to demolition; and
WHEREAS, this nnisance condition has not been conected and Public Health requested ttiat
the City Clerk schedule public hearings before the L.egislative Hearing Officer of the City Council
and the Saint Paul City Council; and
WHEREAS, the interested and responsible parties have been served notice in accordance
with the provisions of Chapter 45 of the Saint Paul L,egislative Code, of the time, date, place and
purpose of the public hearings; and

WHEREAS, a hearing was held before the Saint�aul City Council on� esday,
December 10, 1997 and the testimony and evidence including the action taken by the L.egislative
Hearing Officer was considered by the Council; now therefore
BE IT RFSOLVED, that based upon the testimony and evidence presented at the above
referenced public hearings, the Saint Paul City Council hereby adopts the following Findings and
Order concerning the Subject Properry at 237 Page Street East:

That the Subject Properry comprises a nuisance condition as defined in Saint Paul
Legislative Code, Chapter 45.
That the costs of demolition and removal of this building(s) is estimated to exceed
three thousand dollars ($3,000.00).
That there now exists and has existed multiple Housing or Building code viola6ons at
the Subject Property.
That an Order to Abate Nuisance Building(s) was sent to the then known responsible
parties to correct the deficiencies or to demolish and remove the building(s).
Thatthe deficiencies causing this nuisance condition have not been corrected.
That Public Health has posted a placard on the Subject Properry which declares it to
be a nuisance condition subject to demolition.
That this building has been routinely monitored by the VacanUNuisance Buildings
Code Enforcement Program.
That the known interested parties and owners are as previously stated in this
resolution and that the notificauon requirements of Chapter 45 have been fulfilled.
ORDER
The Saint Paul City Council hereby makes the following order:
1. The above referenced interested or responsible parties shall make the Subject Properiy safe
and not detrimental to the public peace, health, safery and welfare and remove its blighting
influence on the community by rehabilitating this structure and correcting all deficiencies as
prescribed in the above referenced Order to Abate Nuisance Building(s) in accordance with
all applicable codes and ordinances, or in the alternative by demolishing and removing the
structure in accordance with all applicable codes and ordinances. The rehabilitation or
demolition and removal of the structure must be completed within.�if�i.(,1S}� after the

2. If the above correcrive acrion is not completed within this period of time the Public Health,
Code Enforcement Program is hereby authorized to take whatever steps aze necessary to
demolish and remove this structure, fill the site and charge the costs incurred against the
Subject Property pursuant to the provisions of Chapter 45 of the 5aint Paul Legislative Code.
3. In the event the building is to be demolished and removed by the Ciry of Saint Paul, all
personal property or fistures of any kind which interfere with the demolition and removal
shall be removed from the properiy by the responsible parties by the end of this time period.
If all personal property is not removed, it shall be considered to be abandoned and the City
of Saint Paul shall remove and dispose of such property as provided by law.
4. It is further ordered, that a copy of this resolution be mailed to the owners and interested
parties in accordance with Chapter 45 of the Saint Paul L.egislauve Code.

Saint Paul Public Health has declared this building(s) to constitute a"nuisance" as defined by
L.egislative Code, Chapter 45. Public Health has issued an order to the then known
responsible parties to eliminate this nuisance condition by correcting the deficiencies or by
razing and removing this building(s).
Inasmuch as this Order to Abate has not been complied with the nuisance condition remains
unabated, the community continues to suffer the blighting influence of this property. It is the
recommendation of Public Health that the City Council pass a resolution ordering the
responsible parties to either repair, or demolish and remove this buildin� in a timely manner,
and failing that, authorize Public Health to proceed to demolition and removal, and to assess

Cserry Strathman, Legislative Hearing Officer, called the meeting to order at 10:01 a.m.

Chuck Votel reported that he had spoken to the owner James Lorenz who said that he intended to
rehabilitate the property. The Council had previously approved a layover. The owner had to
post a bond and pay the fees, neither of which have been done.
James Lorenz appeazed and stated he hopes to close on the property tomorrow. The indoor
rehabilitation will be done in ten weeks. The gazage and ea�terior will begin when weather
permits.
Gerry Strathman asked James Lorenz was he prepared to post a bond. Mr. Lorenz responded that
he would. "
Gerry Strathman recommended 6 months to complete the rehabilitation on condirion that a
$2,000 bond is posted by noon of January 28, 1998.

Chuck Votel reported that only the rear house is the issue here. It was condemned in April of
1996. There have been three summary abatement notices. Vacant building fees and 1997 real
estate taxes are unpaid. The estimated cost to repair is $3,000. The cost to demolish is $5,330.
Randy Radunz, owner, appeazed and stated he has owned the properiy for appro�nately 3
months. The house is structurally obsolete and should be torn down. He would like to salvage
as much as possible and demolish the house himself. Mr. Radunz asked for 90 days to teaz the
house down. Chuck Votel stated it is permissible for the owner to do that with the proper
permits, but suggested vacant building fees be paid.
Gerry Strathman asked was the building secure. Mr. Radunz stated it would be difficult to get
into the building.
Gerry Strathman recommended amending the order to 3 months to remove or repair the building
if the vacant building fee is paid by noon of January 28, 1998.

owner is Michael DeGidio who called Mr. V otel this morning and said all the work is done and
is ready for a code compliance re-inspection. However, records show no permits have been
taken out yet for the electrical work. Mr. DeGidio stated he hired an electrical company to do the
work. If the work is done, it may be substandard. Also, a bond has not been posted. The code
compliance report is not extensive; the owner does not have much work to do. Real estate taxes
and vacant building fees aze unpaid.
Beth Randa11,1558 W. Minnehaha, appeazed and stated the building has not been occupied. The
ongoing concern is that there should not be long term vacant buildings in this neighborhood
because this can lead to nuisance conditions. The owner owes $3,400 on his mortgage and
foreclosure process is about to be started.
Gerry Strathman recommended approval of the 15 day order to remove or repair the building
844 Galtier Street
No one appeared.
Chuck Votel reported Housing and Urban Development (HUD) obtained the building in
September of 1997. There have been four s�iary abatement notices. The Code Enforcement
Inspectors estimate the cost to repair this structure if $35,000. HUD has not conveyed their
intentions.
Gerry Strathman recommended approval of the 15 day order to remove or repair the building.

Reneta Weiss, Public Health advised this structure has been vacant since March, 1997. HiJD is
the current owner. Ms. Weiss spoke with Sophie Hallauer (HUD) on December 2"a. Ms.
Hallauer indicated bids were open November 23`d and will be again December 4�'. The city has
had to boazd the building. The V acant Building Registration Fee is past due. Real Estate taxes
aze paid. No bond has been posted. Estimated cost to repair is $25,000 - cost to demolish,
$7,750.
Gerry Strathman, Legislative Hearing Officer recommends approval of the fifteen (15) day order
to repair or remove the structure.
741 Edmund Avenue
Reneta Weiss, Public Health, advised that the Certificate of Occupancy was revoked and the
structure was condemned by fire in August, 1996. The building has been vacant since April,
1996. The current property owner is Robert Anderson. The city has had to board the building.
The Vacant Building Registration Fee is past due. Real Estate taYes are paid. No Certificate of
Occupancy has been applied for, nor has a performance bond been posted. Estimated cost to
repair is $80,000 - cost to demolish, $28,500.
Mr. Anderson advised that he has a purchase agreement and should be closed by weeks-end. The
new owner, Xiong S. Vang stated that he applied for liability insurance through the State of
Minnesota Insurance Department. Due to the Thanksgiving holiday, this will not be processed
until weeks-end. Mr. V ang stated that he intends to begin immediately and requested an
extension of time to complete rehabilitation.
Gerry Strathxnan, Legislative Hearing Officer, recommends allowing Pvlr. Vang six months to
rehabilitate the building, contingent on paying the $200 Vacant Building Registration Fee and
posting a$2,000 performance bond by Noon, December 10�'.

Reneta Weiss, Public Healih, reported this structure was condemned in November, 1996 and has
been vacant since that rime. The current owner is HLJD.
Gerry Strathman, Legislative Hearing Officer, advised that he received a letter from James
Lorenz indicating that his bid was accepted on October 23r to purchase the property to repair and
occupy as a personal residence. He is working on finan.cing and plans to close during the first
half of January, 1998. At that time he will post a performance bond and obtain pemuts.
Mr. Strathman recommends laying this matter over to January 20, 1998.
137 Case Avenue
Reneta Weiss, Public Health, reported that this structure has been vacant since July, 1997. The
current owner is Tom Delisle, who plans to rehabilitate the building. The City has had to board
the building. The Vacant Building Registration Fee is paid. Real Estate taxes are paid. On
October 20�' a Code Compliance Inspection was done. On November 10�' a$2,000 performance
bond was posted. Estimated cost to repair is $45,000 - cost to demolish, $7,280.
Jeffrey Delisle, son of the owner, appeazed, stating that the property was purchased November
6`". In addition to posting the bond, building permits were obtained. Since that time, a great deal
of repairs have been made. The house is insured and there is maintenance for grass and snow
removal. Mr. Delisle estimates that the house will be ready for sale sometime in January, 1998.
Gerry Strathman, Legislative Hearing Officer, recommends allowing the owner six months to
rehabilitate the building.
659 Blair Avenue
Reneta Weiss, Public Health, reported this structure was condemned in March, 1997 and had
been vacant since December, 1996. The current properly owner is Mary Bess Ferris who cannot
be located. The City has had to board the building. The Vacant Building Registration
Fee is past due. Real Estate t�es are unpaid. No Code Compliance has been applied far or
performance bond posted. Estimated cost to repair is $55,000 - cost to demolish $7,320.
Donna Dematteo, Minnesota Fair Housing Agency (MFHA) of Saint Paul, appeared. MFHA is
the first lien-holder of the building. Ms. Dematteo indicated that a realtor has done a drive-by.
She also indicated that a contractor has been secured to give MFHA an estimate to rehabilitate.
If feasible, they plan to foreclose on this property. Ms. Dematteo advised that MFHA has been
unable to locate the owner as well.
Gerry Strathman, Legislative Hearing Officer, recommends approval of the order to remove or
repair the building with fifteen (15) days.

Reneta Weiss, Public Health, reported that this structure has been vacant since June, 1997. The
current property owner is Larry Kartak. The City has had to board the building. The Vacant
Building Registration Fee is past due. Real Estate taYes are unpaid. A Code Compliance
Inspection has not been applied for, nor has a performance bond been posted. Estimated cost to
repair is $15,000 - cost to demolish, $6,700.
James Geske, attorney for Standard Federal Bank (SFB}, appeazed, stating that the bank intends
to begin rehabilitation as soon as the properry comes out of redemption - January 26, 1998.
There has been no contact with Mr. Kartak.. Untii January 26�', SFB is oniy permitted to secure
and winterize the property. SFB is asking for an extension of time to allow the redemprion
period to expire, at which time they will post a bond and begin rehabilitation.

That an Order to Abate Nuisance Building(s) was sent to the then known responsible
parties to correct the deficiencies or to demolish and remove the building(s).
Thatthe deficiencies causing this nuisance condition have not been corrected.
That Public Health has posted a placard on the Subject Properry which declares it to
be a nuisance condition subject to demolition.
That this building has been routinely monitored by the VacanUNuisance Buildings
Code Enforcement Program.
That the known interested parties and owners are as previously stated in this
resolution and that the notificauon requirements of Chapter 45 have been fulfilled.

The Saint Paul City Council hereby makes the following order:

2. If the above correcrive acrion is not completed within this period of time the Public Health,
Code Enforcement Program is hereby authorized to take whatever steps aze necessary to
demolish and remove this structure, fill the site and charge the costs incurred against the
Subject Property pursuant to the provisions of Chapter 45 of the 5aint Paul Legislative Code.
3. In the event the building is to be demolished and removed by the Ciry of Saint Paul, all
personal property or fistures of any kind which interfere with the demolition and removal
shall be removed from the properiy by the responsible parties by the end of this time period.
If all personal property is not removed, it shall be considered to be abandoned and the City
of Saint Paul shall remove and dispose of such property as provided by law.

Chuck Votel reported that he had spoken to the owner James Lorenz who said that he intended to
rehabilitate the property. The Council had previously approved a layover. The owner had to
post a bond and pay the fees, neither of which have been done.
James Lorenz appeazed and stated he hopes to close on the property tomorrow. The indoor
rehabilitation will be done in ten weeks. The gazage and ea�terior will begin when weather
permits.
Gerry Strathman asked James Lorenz was he prepared to post a bond. Mr. Lorenz responded that
he would. "
Gerry Strathman recommended 6 months to complete the rehabilitation on condirion that a
$2,000 bond is posted by noon of January 28, 1998.
734 Lafond Avenue �rearl
Chuck Votel reported that only the rear house is the issue here. It was condemned in April of
1996. There have been three summary abatement notices. Vacant building fees and 1997 real
estate taxes are unpaid. The estimated cost to repair is $3,000. The cost to demolish is $5,330.
Randy Radunz, owner, appeazed and stated he has owned the properiy for appro�nately 3
months. The house is structurally obsolete and should be torn down. He would like to salvage
as much as possible and demolish the house himself. Mr. Radunz asked for 90 days to teaz the
house down. Chuck Votel stated it is permissible for the owner to do that with the proper
permits, but suggested vacant building fees be paid.
Gerry Strathman asked was the building secure. Mr. Radunz stated it would be difficult to get
into the building.
Gerry Strathman recommended amending the order to 3 months to remove or repair the building
if the vacant building fee is paid by noon of January 28, 1998.

owner is Michael DeGidio who called Mr. V otel this morning and said all the work is done and
is ready for a code compliance re-inspection. However, records show no permits have been
taken out yet for the electrical work. Mr. DeGidio stated he hired an electrical company to do the
work. If the work is done, it may be substandard. Also, a bond has not been posted. The code
compliance report is not extensive; the owner does not have much work to do. Real estate taxes
and vacant building fees aze unpaid.
Beth Randa11,1558 W. Minnehaha, appeazed and stated the building has not been occupied. The
ongoing concern is that there should not be long term vacant buildings in this neighborhood
because this can lead to nuisance conditions. The owner owes $3,400 on his mortgage and
foreclosure process is about to be started.
Gerry Strathman recommended approval of the 15 day order to remove or repair the building
844 Galtier Street
No one appeared.
Chuck Votel reported Housing and Urban Development (HUD) obtained the building in
September of 1997. There have been four s�iary abatement notices. The Code Enforcement
Inspectors estimate the cost to repair this structure if $35,000. HUD has not conveyed their
intentions.
Gerry Strathman recommended approval of the 15 day order to remove or repair the building.

the current owner. Ms. Weiss spoke with Sophie Hallauer (HUD) on December 2"a. Ms.
Hallauer indicated bids were open November 23`d and will be again December 4�'. The city has
had to boazd the building. The V acant Building Registration Fee is past due. Real Estate taxes
aze paid. No bond has been posted. Estimated cost to repair is $25,000 - cost to demolish,
$7,750.
Gerry Strathman, Legislative Hearing Officer recommends approval of the fifteen (15) day order
to repair or remove the structure.
741 Edmund Avenue
Reneta Weiss, Public Health, advised that the Certificate of Occupancy was revoked and the
structure was condemned by fire in August, 1996. The building has been vacant since April,
1996. The current property owner is Robert Anderson. The city has had to board the building.
The Vacant Building Registration Fee is past due. Real Estate taYes are paid. No Certificate of
Occupancy has been applied for, nor has a performance bond been posted. Estimated cost to
repair is $80,000 - cost to demolish, $28,500.
Mr. Anderson advised that he has a purchase agreement and should be closed by weeks-end. The
new owner, Xiong S. Vang stated that he applied for liability insurance through the State of
Minnesota Insurance Department. Due to the Thanksgiving holiday, this will not be processed
until weeks-end. Mr. V ang stated that he intends to begin immediately and requested an
extension of time to complete rehabilitation.

rehabilitate the building, contingent on paying the $200 Vacant Building Registration Fee and
posting a$2,000 performance bond by Noon, December 10�'.

Reneta Weiss, Public Healih, reported this structure was condemned in November, 1996 and has
been vacant since that rime. The current owner is HLJD.
Gerry Strathman, Legislative Hearing Officer, advised that he received a letter from James
Lorenz indicating that his bid was accepted on October 23r to purchase the property to repair and
occupy as a personal residence. He is working on finan.cing and plans to close during the first
half of January, 1998. At that time he will post a performance bond and obtain pemuts.
Mr. Strathman recommends laying this matter over to January 20, 1998.
137 Case Avenue
Reneta Weiss, Public Health, reported that this structure has been vacant since July, 1997. The
current owner is Tom Delisle, who plans to rehabilitate the building. The City has had to board
the building. The Vacant Building Registration Fee is paid. Real Estate taxes are paid. On
October 20�' a Code Compliance Inspection was done. On November 10�' a$2,000 performance
bond was posted. Estimated cost to repair is $45,000 - cost to demolish, $7,280.
Jeffrey Delisle, son of the owner, appeazed, stating that the property was purchased November
6`". In addition to posting the bond, building permits were obtained. Since that time, a great deal
of repairs have been made. The house is insured and there is maintenance for grass and snow
removal. Mr. Delisle estimates that the house will be ready for sale sometime in January, 1998.
Gerry Strathman, Legislative Hearing Officer, recommends allowing the owner six months to
rehabilitate the building.
659 Blair Avenue
Reneta Weiss, Public Health, reported this structure was condemned in March, 1997 and had
been vacant since December, 1996. The current properly owner is Mary Bess Ferris who cannot
be located. The City has had to board the building. The Vacant Building Registration
Fee is past due. Real Estate t�es are unpaid. No Code Compliance has been applied far or
performance bond posted. Estimated cost to repair is $55,000 - cost to demolish $7,320.
Donna Dematteo, Minnesota Fair Housing Agency (MFHA) of Saint Paul, appeared. MFHA is
the first lien-holder of the building. Ms. Dematteo indicated that a realtor has done a drive-by.
She also indicated that a contractor has been secured to give MFHA an estimate to rehabilitate.
If feasible, they plan to foreclose on this property. Ms. Dematteo advised that MFHA has been
unable to locate the owner as well.
Gerry Strathman, Legislative Hearing Officer, recommends approval of the order to remove or
repair the building with fifteen (15) days.

Reneta Weiss, Public Health, reported that this structure has been vacant since June, 1997. The
current property owner is Larry Kartak. The City has had to board the building. The Vacant
Building Registration Fee is past due. Real Estate taYes are unpaid. A Code Compliance
Inspection has not been applied for, nor has a performance bond been posted. Estimated cost to
repair is $15,000 - cost to demolish, $6,700.
James Geske, attorney for Standard Federal Bank (SFB}, appeazed, stating that the bank intends
to begin rehabilitation as soon as the properry comes out of redemption - January 26, 1998.
There has been no contact with Mr. Kartak.. Untii January 26�', SFB is oniy permitted to secure
and winterize the property. SFB is asking for an extension of time to allow the redemprion
period to expire, at which time they will post a bond and begin rehabilitation.

That the Subject Properry comprises a nuisance condition as defined in Saint Paul
Legislative Code, Chapter 45.
That the costs of demolition and removal of this building(s) is estimated to exceed
three thousand dollars ($3,000.00).
That there now exists and has existed multiple Housing or Building code viola6ons at
the Subject Property.
That an Order to Abate Nuisance Building(s) was sent to the then known responsible
parties to correct the deficiencies or to demolish and remove the building(s).
Thatthe deficiencies causing this nuisance condition have not been corrected.
That Public Health has posted a placard on the Subject Properry which declares it to
be a nuisance condition subject to demolition.
That this building has been routinely monitored by the VacanUNuisance Buildings
Code Enforcement Program.
That the known interested parties and owners are as previously stated in this
resolution and that the notificauon requirements of Chapter 45 have been fulfilled.
ORDER
The Saint Paul City Council hereby makes the following order:
1. The above referenced interested or responsible parties shall make the Subject Properiy safe
and not detrimental to the public peace, health, safery and welfare and remove its blighting
influence on the community by rehabilitating this structure and correcting all deficiencies as
prescribed in the above referenced Order to Abate Nuisance Building(s) in accordance with
all applicable codes and ordinances, or in the alternative by demolishing and removing the
structure in accordance with all applicable codes and ordinances. The rehabilitation or

2. If the above correcrive acrion is not completed within this period of time the Public Health,
Code Enforcement Program is hereby authorized to take whatever steps aze necessary to
demolish and remove this structure, fill the site and charge the costs incurred against the
Subject Property pursuant to the provisions of Chapter 45 of the 5aint Paul Legislative Code.
3. In the event the building is to be demolished and removed by the Ciry of Saint Paul, all
personal property or fistures of any kind which interfere with the demolition and removal
shall be removed from the properiy by the responsible parties by the end of this time period.
If all personal property is not removed, it shall be considered to be abandoned and the City
of Saint Paul shall remove and dispose of such property as provided by law.
4. It is further ordered, that a copy of this resolution be mailed to the owners and interested

Inasmuch as this Order to Abate has not been complied with the nuisance condition remains

Chuck Votel reported that he had spoken to the owner James Lorenz who said that he intended to
rehabilitate the property. The Council had previously approved a layover. The owner had to
post a bond and pay the fees, neither of which have been done.
James Lorenz appeazed and stated he hopes to close on the property tomorrow. The indoor
rehabilitation will be done in ten weeks. The gazage and ea�terior will begin when weather
permits.
Gerry Strathman asked James Lorenz was he prepared to post a bond. Mr. Lorenz responded that
he would. "
Gerry Strathman recommended 6 months to complete the rehabilitation on condirion that a
$2,000 bond is posted by noon of January 28, 1998.

Chuck Votel reported that only the rear house is the issue here. It was condemned in April of
1996. There have been three summary abatement notices. Vacant building fees and 1997 real
estate taxes are unpaid. The estimated cost to repair is $3,000. The cost to demolish is $5,330.
Randy Radunz, owner, appeazed and stated he has owned the properiy for appro�nately 3
months. The house is structurally obsolete and should be torn down. He would like to salvage
as much as possible and demolish the house himself. Mr. Radunz asked for 90 days to teaz the
house down. Chuck Votel stated it is permissible for the owner to do that with the proper
permits, but suggested vacant building fees be paid.
Gerry Strathman asked was the building secure. Mr. Radunz stated it would be difficult to get
into the building.
Gerry Strathman recommended amending the order to 3 months to remove or repair the building
if the vacant building fee is paid by noon of January 28, 1998.

owner is Michael DeGidio who called Mr. V otel this morning and said all the work is done and
is ready for a code compliance re-inspection. However, records show no permits have been
taken out yet for the electrical work. Mr. DeGidio stated he hired an electrical company to do the
work. If the work is done, it may be substandard. Also, a bond has not been posted. The code
compliance report is not extensive; the owner does not have much work to do. Real estate taxes
and vacant building fees aze unpaid.
Beth Randa11,1558 W. Minnehaha, appeazed and stated the building has not been occupied. The
ongoing concern is that there should not be long term vacant buildings in this neighborhood
because this can lead to nuisance conditions. The owner owes $3,400 on his mortgage and
foreclosure process is about to be started.
Gerry Strathman recommended approval of the 15 day order to remove or repair the building
844 Galtier Street
No one appeared.
Chuck Votel reported Housing and Urban Development (HUD) obtained the building in
September of 1997. There have been four s�iary abatement notices. The Code Enforcement
Inspectors estimate the cost to repair this structure if $35,000. HUD has not conveyed their
intentions.
Gerry Strathman recommended approval of the 15 day order to remove or repair the building.

Reneta Weiss, Public Health advised this structure has been vacant since March, 1997. HiJD is
the current owner. Ms. Weiss spoke with Sophie Hallauer (HUD) on December 2"a. Ms.
Hallauer indicated bids were open November 23`d and will be again December 4�'. The city has
had to boazd the building. The V acant Building Registration Fee is past due. Real Estate taxes
aze paid. No bond has been posted. Estimated cost to repair is $25,000 - cost to demolish,
$7,750.
Gerry Strathman, Legislative Hearing Officer recommends approval of the fifteen (15) day order
to repair or remove the structure.
741 Edmund Avenue
Reneta Weiss, Public Health, advised that the Certificate of Occupancy was revoked and the
structure was condemned by fire in August, 1996. The building has been vacant since April,
1996. The current property owner is Robert Anderson. The city has had to board the building.
The Vacant Building Registration Fee is past due. Real Estate taYes are paid. No Certificate of
Occupancy has been applied for, nor has a performance bond been posted. Estimated cost to
repair is $80,000 - cost to demolish, $28,500.
Mr. Anderson advised that he has a purchase agreement and should be closed by weeks-end. The
new owner, Xiong S. Vang stated that he applied for liability insurance through the State of
Minnesota Insurance Department. Due to the Thanksgiving holiday, this will not be processed
until weeks-end. Mr. V ang stated that he intends to begin immediately and requested an
extension of time to complete rehabilitation.

rehabilitate the building, contingent on paying the $200 Vacant Building Registration Fee and
posting a$2,000 performance bond by Noon, December 10�'.

Reneta Weiss, Public Healih, reported this structure was condemned in November, 1996 and has
been vacant since that rime. The current owner is HLJD.
Gerry Strathman, Legislative Hearing Officer, advised that he received a letter from James
Lorenz indicating that his bid was accepted on October 23r to purchase the property to repair and
occupy as a personal residence. He is working on finan.cing and plans to close during the first
half of January, 1998. At that time he will post a performance bond and obtain pemuts.
Mr. Strathman recommends laying this matter over to January 20, 1998.
137 Case Avenue
Reneta Weiss, Public Health, reported that this structure has been vacant since July, 1997. The
current owner is Tom Delisle, who plans to rehabilitate the building. The City has had to board
the building. The Vacant Building Registration Fee is paid. Real Estate taxes are paid. On
October 20�' a Code Compliance Inspection was done. On November 10�' a$2,000 performance
bond was posted. Estimated cost to repair is $45,000 - cost to demolish, $7,280.
Jeffrey Delisle, son of the owner, appeazed, stating that the property was purchased November
6`". In addition to posting the bond, building permits were obtained. Since that time, a great deal
of repairs have been made. The house is insured and there is maintenance for grass and snow
removal. Mr. Delisle estimates that the house will be ready for sale sometime in January, 1998.
Gerry Strathman, Legislative Hearing Officer, recommends allowing the owner six months to
rehabilitate the building.
659 Blair Avenue
Reneta Weiss, Public Health, reported this structure was condemned in March, 1997 and had
been vacant since December, 1996. The current properly owner is Mary Bess Ferris who cannot
be located. The City has had to board the building. The Vacant Building Registration
Fee is past due. Real Estate t�es are unpaid. No Code Compliance has been applied far or
performance bond posted. Estimated cost to repair is $55,000 - cost to demolish $7,320.
Donna Dematteo, Minnesota Fair Housing Agency (MFHA) of Saint Paul, appeared. MFHA is
the first lien-holder of the building. Ms. Dematteo indicated that a realtor has done a drive-by.
She also indicated that a contractor has been secured to give MFHA an estimate to rehabilitate.
If feasible, they plan to foreclose on this property. Ms. Dematteo advised that MFHA has been
unable to locate the owner as well.
Gerry Strathman, Legislative Hearing Officer, recommends approval of the order to remove or
repair the building with fifteen (15) days.

Reneta Weiss, Public Health, reported that this structure has been vacant since June, 1997. The
current property owner is Larry Kartak. The City has had to board the building. The Vacant
Building Registration Fee is past due. Real Estate taYes are unpaid. A Code Compliance
Inspection has not been applied for, nor has a performance bond been posted. Estimated cost to
repair is $15,000 - cost to demolish, $6,700.
James Geske, attorney for Standard Federal Bank (SFB}, appeazed, stating that the bank intends
to begin rehabilitation as soon as the properry comes out of redemption - January 26, 1998.
There has been no contact with Mr. Kartak.. Untii January 26�', SFB is oniy permitted to secure
and winterize the property. SFB is asking for an extension of time to allow the redemprion
period to expire, at which time they will post a bond and begin rehabilitation.
Gerry Strathxnan, Legislative Hearing Officer, recommends laying this matter over to February 3,
1998.
