WFIEREAS, it has been proposed that an additional public safety presence, in the form of Police Park
Rangers, within certain public areas at the apQropriate hours would be a simple, low cost and significant
deterrent to this problem, and
WFIEREAS, The Mayor pursuant to Section 10A7.1 and 10.07.4 of the City Charter, recommends the
following changes to the 1991 Adopted Budget for the City of Saint Paul: there are available for appropriation
funds in excess of those estimated in the 1997 budget; and
