Gerry Strathman called the meeting to order at 1:30 p.m.
308 Van Buren
Royce Lawson, attorney representing Lani Hogan, appeazed and stated there was a condemnation
order on Ms. Hogan's unit in this duplex. Some conditions have been resolved and steps have
been taken to resolve the othez conditions. They aze now taking estimates from cazpet cleaning
establishments. The smoke detector issue has been addressed but there might be some question
as to whether the repair is adequate. The windows have been resolved. Contractors are being
secured to address the ceiling. The refrigeratorJfreezer has been cleaned. The door jamb has
been repaired. The holes in the wall in the bedroom have been repaired. The kitchen floor has
not been repaired yet, but is relatively minor for a condemnation. The oven door handle remains
to be fixed.
David Lichtor, attorney for landlord, appeared and stated the owner accepts responsibility for the
ceiling and possibly the kitchen floor. The other items are the responsibility of the tenants for
causing them. There are feces throughout some areas which has created a stench both inside and
outside of the building. The carpet was new four years ago. There are some other related
matters in the courts that wili be heard to remedy the situation.
The inspector reported that Item 9 on the principal violations list should be bathroom floar
instead of kitchen floor and apologized for the enor. The inspector was there this morning and
the stench is still present. The carpet may not be repairable. The smoke detectors aze operable
although one needs batteries. The primary windows have been replaced. The refrigeratar has not
been cleaned properly. The holes have been patched. The oven door handle is still broken.
There are cockroaches in the unit.
The inspector and David Lictor presented photos.
Gerry Strathman stated it is extraordinary far a carpet to be worn out in four yeazs and asked who
is responsible for replacing the carpering if it is cannot be cleaned. Royce Lawson responded his
client is prepared to accept the responsibility for replacement. Resources aze being looked into.
Gerry Strathman denied the appeal for order of condemnation. The acrion of the inspector to
condemn the apartment is appropriate. Everyone has been properly notified. Not all violations
have been addressed. This matter will go before the City Council on July 23 and additional
information will be taken at that tnne.

Douglas Jensen appeazed and stated he is appealing part of the corrections orders regarding
repairs to the garage. All three orders aze from different inspectors. Since then, there has been a
4�' order for the parking space next to the gazage. Mr. Jensen feels he is being harassed and the
orders are unreasonable. One side of the garage is in use. His long term plans aze to sell the
property. He looked at replacing the gazage door, but does not feel the garage justifies any more
of an expense.
Jeff Hawkins reported the garage is deteriorating. Rats may be inside. There is a drooping in the
roof, the foundation has slipped, and holes should be patched.
Gerry Strathman stated this is probably not a public health hazard. Inspector Hawkins stated he
was concerned about the patching of the lower edges. Douglas Jensen stated he is willing to do
that.
Gerry Strathman granted the appeal subject to nofification from Public Health that the patching
repairs have been done by August 5.
455 W. Mar�and Avenue #307
Betry Ewalt and Brian Ewalt appeared. Ms. Ewalt stated she rents the property and spent $140 to
get the carpet cleaned a few weeks ago.
Pat Fish, Fire Prevention, reported an inspector was out this morning. The cat smell has
diminished somewhat. This has been dealt with before and needs to be monitored.
Gerry Strathman asked was it the same cat. Betty Ewalt responded she has had the same cat for
eight years, five of which she lived next to the manager's office. She never had any complaints
before this. The cat box is cleaned every other day. The inspector told her he did not caze that
Ms. Ewa1t spent $14Q to clean the carpeting and not to bring the bill to this hearing. Pat Fish
stated the inspector meant it is not a doilar issue, but whethez' the problem still exists. Ms. Ewa1t
feels the new manager is trying to get rid of anyone who has animals and she plans to move.
Gerry Strathman granted the appeal, but informed the Ewalts the Fire Department may continue
to get complaints.

James Malazo, owner, appeazed and stated he lives in one of three condominiums. Two units
have cosme6c water damage. Mr. Malaro does not thiuk the CiTy should impose a time line to
do cosmetic work to the house.
Pat Fish reported the certificate was revoked because minor work was not done over a period of
tune and there were no-shows for appointments.
Gerry Strathman granted the appeal. This building is owner occupied and not endangering
anyone. The City's interest is not that great.
1447 East Seventh Street
Pat Fish reported this is a fire door issue and is being laid over for a while.
Gerry Strathman stated this will be laid over to January 15, 1998 for the City Council to
reconsider the City's policy on fire doors.
953 Desoto Avenue
Dawn Hendrickson and Mary Hawkins appeazed. Ms. Harper stated she is not able to move now
and xequested an extension. Ms. Hendrickson stated she is the cazetaker, just moved in three
months ago, and has three children. Every time the landlord fixes the place, the people on the
third floor destroy it or vandalize it.
Jack Kemp, owner, appeared and stated last fa11, the siding on the building was in bad shape.
Mr. Kemp had orders to fix it. This is almost done. He also had arders to talce care of the
damage in the hallways, which he did. There were problems with people hanging out at the
building and friends of people living at the building. People were shooting dice and smoking in
the hallways. Mr. Kemp did not want to be accused of discriminating so he drew from a pool
which apartments would have to go. Mr. Kemp finally gave notices that Apartments 2 and 5
would have to leave or be evicted. Some of the tenants on the third floor called Pat Fish thiuking
they would cause Mr. Kemp some problems. Mr. Kemp does not see his tenants putting much
effort in finding another place to live. Some tenants have other people living in the apartment
that were not there originally and pets that were not allowed to be there.
Mary Hawkins staxed Jack Kemp has fixed up the buildings. Some tenants keep destroying the
building by wriring on the wails and punching holes in the walls.

Dawn Hendrickson stated ker children are scared to go into the hallway. The people there aze
causing fhe problems.
Pat Fish reported she went there on a compiaint on the two upper units. It was cleaz there were
people in the building attempting to intirnidate her in the hallway. There is deterioration from
one day to the next. It's a neighborhood and police problems.
Gerry Strathtnan asked have they contacted the Housing Information Office. Dawn Hendrickson
stazed she does not want to move, but will be on Section 8 soon.
Pat Fish suggested not extending the vacate date for Apariments 5 and 6 because of previous
condemnatian dates for those apartments.
Gerry Strathman denied the appeal but changed the vacate date to August 4 for Apartments 1, 2,
3, and 4.
Gerry Strathman adjourned the meeting at 236.

establishments. The smoke detector issue has been addressed but there might be some question
as to whether the repair is adequate. The windows have been resolved. Contractors are being
secured to address the ceiling. The refrigeratorJfreezer has been cleaned. The door jamb has
been repaired. The holes in the wall in the bedroom have been repaired. The kitchen floor has
not been repaired yet, but is relatively minor for a condemnation. The oven door handle remains
to be fixed.
David Lichtor, attorney for landlord, appeared and stated the owner accepts responsibility for the
ceiling and possibly the kitchen floor. The other items are the responsibility of the tenants for
causing them. There are feces throughout some areas which has created a stench both inside and
outside of the building. The carpet was new four years ago. There are some other related
matters in the courts that wili be heard to remedy the situation.
The inspector reported that Item 9 on the principal violations list should be bathroom floar
instead of kitchen floor and apologized for the enor. The inspector was there this morning and
the stench is still present. The carpet may not be repairable. The smoke detectors aze operable
although one needs batteries. The primary windows have been replaced. The refrigeratar has not
been cleaned properly. The holes have been patched. The oven door handle is still broken.
There are cockroaches in the unit.
The inspector and David Lictor presented photos.
Gerry Strathman stated it is extraordinary far a carpet to be worn out in four yeazs and asked who
is responsible for replacing the carpering if it is cannot be cleaned. Royce Lawson responded his
client is prepared to accept the responsibility for replacement. Resources aze being looked into.
Gerry Strathman denied the appeal for order of condemnation. The acrion of the inspector to
condemn the apartment is appropriate. Everyone has been properly notified. Not all violations
have been addressed. This matter will go before the City Council on July 23 and additional
information will be taken at that tnne.

Douglas Jensen appeazed and stated he is appealing part of the corrections orders regarding
repairs to the garage. All three orders aze from different inspectors. Since then, there has been a
4�' order for the parking space next to the gazage. Mr. Jensen feels he is being harassed and the
orders are unreasonable. One side of the garage is in use. His long term plans aze to sell the
property. He looked at replacing the gazage door, but does not feel the garage justifies any more
of an expense.
Jeff Hawkins reported the garage is deteriorating. Rats may be inside. There is a drooping in the
roof, the foundation has slipped, and holes should be patched.
Gerry Strathman stated this is probably not a public health hazard. Inspector Hawkins stated he
was concerned about the patching of the lower edges. Douglas Jensen stated he is willing to do
that.
Gerry Strathman granted the appeal subject to nofification from Public Health that the patching
repairs have been done by August 5.
455 W. Mar�and Avenue #307
Betry Ewalt and Brian Ewalt appeared. Ms. Ewalt stated she rents the property and spent $140 to
get the carpet cleaned a few weeks ago.
Pat Fish, Fire Prevention, reported an inspector was out this morning. The cat smell has
diminished somewhat. This has been dealt with before and needs to be monitored.
Gerry Strathman asked was it the same cat. Betty Ewalt responded she has had the same cat for
eight years, five of which she lived next to the manager's office. She never had any complaints
before this. The cat box is cleaned every other day. The inspector told her he did not caze that
Ms. Ewa1t spent $14Q to clean the carpeting and not to bring the bill to this hearing. Pat Fish
stated the inspector meant it is not a doilar issue, but whethez' the problem still exists. Ms. Ewa1t
feels the new manager is trying to get rid of anyone who has animals and she plans to move.
Gerry Strathman granted the appeal, but informed the Ewalts the Fire Department may continue
to get complaints.

James Malazo, owner, appeazed and stated he lives in one of three condominiums. Two units
have cosme6c water damage. Mr. Malaro does not thiuk the CiTy should impose a time line to
do cosmetic work to the house.
Pat Fish reported the certificate was revoked because minor work was not done over a period of
tune and there were no-shows for appointments.
Gerry Strathman granted the appeal. This building is owner occupied and not endangering
anyone. The City's interest is not that great.
1447 East Seventh Street
Pat Fish reported this is a fire door issue and is being laid over for a while.
Gerry Strathman stated this will be laid over to January 15, 1998 for the City Council to
reconsider the City's policy on fire doors.
953 Desoto Avenue
Dawn Hendrickson and Mary Hawkins appeazed. Ms. Harper stated she is not able to move now
and xequested an extension. Ms. Hendrickson stated she is the cazetaker, just moved in three
months ago, and has three children. Every time the landlord fixes the place, the people on the
third floor destroy it or vandalize it.
Jack Kemp, owner, appeared and stated last fa11, the siding on the building was in bad shape.
Mr. Kemp had orders to fix it. This is almost done. He also had arders to talce care of the
damage in the hallways, which he did. There were problems with people hanging out at the
building and friends of people living at the building. People were shooting dice and smoking in
the hallways. Mr. Kemp did not want to be accused of discriminating so he drew from a pool
which apartments would have to go. Mr. Kemp finally gave notices that Apartments 2 and 5
would have to leave or be evicted. Some of the tenants on the third floor called Pat Fish thiuking
they would cause Mr. Kemp some problems. Mr. Kemp does not see his tenants putting much
effort in finding another place to live. Some tenants have other people living in the apartment
that were not there originally and pets that were not allowed to be there.
Mary Hawkins staxed Jack Kemp has fixed up the buildings. Some tenants keep destroying the
building by wriring on the wails and punching holes in the walls.

Dawn Hendrickson stated ker children are scared to go into the hallway. The people there aze
causing fhe problems.
Pat Fish reported she went there on a compiaint on the two upper units. It was cleaz there were
people in the building attempting to intirnidate her in the hallway. There is deterioration from
one day to the next. It's a neighborhood and police problems.
Gerry Strathtnan asked have they contacted the Housing Information Office. Dawn Hendrickson
stazed she does not want to move, but will be on Section 8 soon.
Pat Fish suggested not extending the vacate date for Apariments 5 and 6 because of previous
condemnatian dates for those apartments.
Gerry Strathman denied the appeal but changed the vacate date to August 4 for Apartments 1, 2,
3, and 4.
