1. On November 30, 1978, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota
(the "I�2A") approved the Seventh Place Redevelopment Plan and the Project Financing Plan related thereto by
Resolution No. 78-11f30-1, to which the City Council of the City of Saint Paul (the "Council"} subsequently gave
its approval by Resolution C.F. No. 272155 adopted on December 5, 1978. By Resolution No. 81-I1f5-8 adopted
November 5, 1981 and Resolution No. 83-5/25-3 adopted May 25, 1983, the I�2A adopted modifications to such
plans which did not require approval of the Council, and by Resolution No. 82-1128-11 adopted amendments to the
Redevelopment Plan and Project Financing Plan, which amendments were approved by the Council by Resolutions
C.F. No. 278173 and 278670 adopted February 4, 1982 and May 11, 1982. The Redevelopment Plan was again
amended and a TaY Increment Financing Plan for the Seventh Place Redevelopment Project was approved by the
I�RA on November 9, 1989 by Resolution No. 89-11/9-1, and approved by the Council by Resolation C.F. No. 89-
2023 adopted on November 9, 1989.
2. On May 28, 1997, by Resolution No. 97-5f28-9, in an effort to encourage the development and
redevelopment of properry in the Project area and specifically, to provide for the acquisition of land, demolition of
structures, and the construction of a parking facility and privately-owned office tower, the IIRA approved the
establishment of the Block 39 Renewal and Renovation Tax Increment Financing District (the "Renewal DistricP')
and, in connection with the creation of the Renewa] District, approved (i) the taac increment fmancing plan relating
thereto, (ii) an amendment to the Redevelopment Plan for the Seventh Piace Redevelopment Project, and (iii) an
amendment to the Tax Increment Financing Plan for the Seventh Place Redevelopment Project.
3. On May 28, 1997, by Resolution C.ft No. 97-668, the Council approved the documents listed in
pazagraph 2 above, and made the necessary findings as required by law.
4. The Renewal District was formed by removing Block 39 from the Seventh Place Tax Increment District
by amending the Tas Increment Financing Plan for such district, and creating a new renewal and renovation district
encompassing Block 39.
5. In a further effort to encourage the redevelopment of an approximately 12.5 acre site located in the
central business district of downtown Saint Paul, specifically, to provide for the acquisition land, demolition of
structures, and the conshvction of an approximately 20,000 seat arena for professional hockey games and other large

entertainment events, as a replacement of the existing RiverCentre Arena, it has been proposed that certain properry
be added to the geographic azea of the Seventh Flace Redevelopment Project Area, and the Renewal District be
converted from a renewal and renovation district into a redevelopment district, with a 25-year duration, and in
connection with such actions, the Council approve (i) the taY increment fmancing plan relating to the Block 391Arena
Redevelopment TaY Increment Financing District (the "DistricP') and (ii) a further amendment to�fhe redevelopment
pian for the Seventh Place Redevelopment Project (collectively, the "Pians"), all pursuant to and in accordance with
Minnesota Statutes, Sections 469.001 to 469.047, inciusive; and Minnesota Statutes, Section 4691 74 through
469.174, inclusive.
6. It is also proposed that the Council cail for a public hearing regarding the Plans and direct that the Plans
be sent by the HItA to the City of Saint Paul Plamiing Commission (the "Planning Commission") and the applicable
taxingjurisdictions.
RESOLVED, hy the City Council of the City of Saint Paui, Minnesota (the "City"), as follows:
1. Public Hearine. This counci] sha]] meet on Wednesday, September 10, 1997, at approximately 430
p.m., to hold a public hearing on the proposed Plans pursuant to and in accordance with Minnesota Statutes, Sections
469.001 to 469.04? and Sections 469.174 to 469.179, inclusive, as amended, in an effort to encourage the
redevelopment of a 12.5 acre site located in the central business district of the City to provide for the construction
of an approximately 20,000 seat arena for professional hockey games and other large entertainment events, which
will replace the existing RiverCentre arena.
2. Filin� of Plans: Notice of Hearin�. The I�RA staff is hereby authorized to finalize the Plans and is
directed to forward the Plans to the appropriate taYing jurisdictions inc]uding Ramsey Counry and Independent Schoo]
District No. 625, and to the Planning Commission. The City Clerk is authorized and directed to cause notice of the
public hearing, substantially in the form attached hereto as Attachment A, together with an appropriate map as
required by law, to be published at least once in the official newspaper of the City on August 29, 1997, and to place
a copy of the Pians as finalized on fi]e in the City Clerk's office at City Hall and to make such copies available for
inspection by the public.

In order to auract an NHL Team, the City Council committed to funding a portion of a new azena with the Tax Increment generated
from a modified Blxk 39 Tas Increment Disuict. This resolution changes the boundaries of the district to include the azena site and
changes the district from a 15 year renewal and renovarion district into a 25 yeaz redevelopment disuict.
ADVANTAGESIFAPPROVED:
The conversion of this district from a renewal and renovarion district into a redevelopment district is to provide an altemative source
of funding for the new arena in the event that the State of Minnesota fails to provide their portion of the costs.

Notice of Public Hearing
NOTICE IS HEREBY GIVEN that a public hearing before the Council of the City of Saint
Paul, Miunesota will be held in the City Council Chambers, City Hall, I S West Kellogg Boulevazd,
5aint Paul, Minuesota at 430 p.m. on September 10, 1997, to consider a proposal of the Housing
and Redevelopment Authority of the City of Saint Paul (the "FIIZA") to adopt a TAX INCREMF,NT
FINANCING PLAI3 FOR THE BLOCK 391ARENA REDEVELOPMENT TAX 1NCREMENT
FINANCING DISTRICT (the "Block 39fArena Plan"). The Council will also consider an
amendment to the Redevelopment Plan for the Seventh Place Redevelopment Project (the "Seventh
Place Plan") (together with the B1ock 39/Arena Plan, the "Plans"). Copies of the Plans are on file
with the City Clerk, Room 386, City Ha11, and with the HRA, Department of Plaminig and Economic
Development, City Hai1 Annex - 12th Floor, 25 West Fourth Street, Saint Paul, Minnesota 55102,
and are available for inspection during regular business hours.
Upon said public hearing all interested persons will be given opportunity to be heard or
submit written comments and the City Council will consider, among other matters, as provided in
Minnesota Statutes, Section 469.175, Subd. 3, (1) whether the Plans will afford maximum
opporhuiity consistent with the sound needs of the City as a whole for the development of Block 39
and the arena site in cooperation with private enterprise, and (2) whether the Plans should be
approved. The BLOCK 39/ARENA REDEVELOPMENT TAX INCREMENT FINANCING
DISTRICT and the Project area in which increments can be expended encompass all property and
adjacent rights-of-way as found on the attached map(s).

W��EREAS, In 1984 the City of Saint Paul and the Boazd of Water Commissioners entered into an
agreement where the Water Utility through its water billing and collections fixuction would bill and
collect the sanitary sewer service charges on behalf of the Public Works Department; and
WHEREAS, That agreement of 1984 had expired and the Boazd was continuing to perform the
sewer service charges billing and collection functions without a formal agreement and the need
existed for the terms and conditions of the sewer coliection charges and rainleader disconnect
program processes to be reviewed, discussed and updated to reflect existing circumstances; and
WHEREAS, The Public Works Department and Utility staff did meet, discuss and reach agreement
on the terms and conditions of a new Sewer Service Charges Agreement between the Board and City
that establishes a rate of $1.75 per bill for 1996 and a rate of $0.75 per bill for sanitary sewer and
rainleader chazges respectively, with provisions for periodic review; and
WHEREAS, The Board did approve a new Agreement for Billing and Collecting Sewer Service
Charges between the Boazd and City of Saint Paul and did request that the City Council of Saint Paul
concur in said approval; now, therefore, be it
RESOLVED, That the City Council of Saint Pau1 does concur in the Board's action and hereby
approves execufion of the new Agreement for Billing and Collecting Sewer Service Chazges between
the Board of Water Commissioners and City of Saint Paul.

In order to auract an NHL Team, the City Council committed to funding a portion of a new azena with the Tax Increment generated
from a modified Blxk 39 Tas Increment Disuict. This resolution changes the boundaries of the district to include the azena site and
changes the district from a 15 year renewal and renovarion district into a 25 yeaz redevelopment disuict.
ADVANTAGESIFAPPROVED:
The conversion of this district from a renewal and renovarion district into a redevelopment district is to provide an altemative source
of funding for the new arena in the event that the State of Minnesota fails to provide their portion of the costs.

NOTICE IS HEREBY GIVEN that a public hearing before the Council of the City of Saint
Paul, Miunesota will be held in the City Council Chambers, City Hall, I S West Kellogg Boulevazd,
5aint Paul, Minuesota at 430 p.m. on September 10, 1997, to consider a proposal of the Housing
and Redevelopment Authority of the City of Saint Paul (the "FIIZA") to adopt a TAX INCREMF,NT
FINANCING PLAI3 FOR THE BLOCK 391ARENA REDEVELOPMENT TAX 1NCREMENT
FINANCING DISTRICT (the "Block 39fArena Plan"). The Council will also consider an
amendment to the Redevelopment Plan for the Seventh Place Redevelopment Project (the "Seventh
Place Plan") (together with the B1ock 39/Arena Plan, the "Plans"). Copies of the Plans are on file
with the City Clerk, Room 386, City Ha11, and with the HRA, Department of Plaminig and Economic
Development, City Hai1 Annex - 12th Floor, 25 West Fourth Street, Saint Paul, Minnesota 55102,
and are available for inspection during regular business hours.
Upon said public hearing all interested persons will be given opportunity to be heard or
submit written comments and the City Council will consider, among other matters, as provided in
Minnesota Statutes, Section 469.175, Subd. 3, (1) whether the Plans will afford maximum
opporhuiity consistent with the sound needs of the City as a whole for the development of Block 39
and the arena site in cooperation with private enterprise, and (2) whether the Plans should be
approved. The BLOCK 39/ARENA REDEVELOPMENT TAX INCREMENT FINANCING
DISTRICT and the Project area in which increments can be expended encompass all property and
adjacent rights-of-way as found on the attached map(s).

1. On November 30, 1978, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota
(the "I�2A") approved the Seventh Place Redevelopment Plan and the Project Financing Plan related thereto by
Resolution No. 78-11f30-1, to which the City Council of the City of Saint Paul (the "Council"} subsequently gave
its approval by Resolution C.F. No. 272155 adopted on December 5, 1978. By Resolution No. 81-I1f5-8 adopted
November 5, 1981 and Resolution No. 83-5/25-3 adopted May 25, 1983, the I�2A adopted modifications to such
plans which did not require approval of the Council, and by Resolution No. 82-1128-11 adopted amendments to the
Redevelopment Plan and Project Financing Plan, which amendments were approved by the Council by Resolutions
C.F. No. 278173 and 278670 adopted February 4, 1982 and May 11, 1982. The Redevelopment Plan was again
amended and a TaY Increment Financing Plan for the Seventh Place Redevelopment Project was approved by the
I�RA on November 9, 1989 by Resolution No. 89-11/9-1, and approved by the Council by Resolation C.F. No. 89-
2023 adopted on November 9, 1989.
2. On May 28, 1997, by Resolution No. 97-5f28-9, in an effort to encourage the development and
redevelopment of properry in the Project area and specifically, to provide for the acquisition of land, demolition of
structures, and the construction of a parking facility and privately-owned office tower, the IIRA approved the
establishment of the Block 39 Renewal and Renovation Tax Increment Financing District (the "Renewal DistricP')
and, in connection with the creation of the Renewa] District, approved (i) the taac increment fmancing plan relating
thereto, (ii) an amendment to the Redevelopment Plan for the Seventh Piace Redevelopment Project, and (iii) an
amendment to the Tax Increment Financing Plan for the Seventh Place Redevelopment Project.
3. On May 28, 1997, by Resolution C.ft No. 97-668, the Council approved the documents listed in
pazagraph 2 above, and made the necessary findings as required by law.
4. The Renewal District was formed by removing Block 39 from the Seventh Place Tax Increment District
by amending the Tas Increment Financing Plan for such district, and creating a new renewal and renovation district
encompassing Block 39.
5. In a further effort to encourage the redevelopment of an approximately 12.5 acre site located in the
central business district of downtown Saint Paul, specifically, to provide for the acquisition land, demolition of
structures, and the conshvction of an approximately 20,000 seat arena for professional hockey games and other large

entertainment events, as a replacement of the existing RiverCentre Arena, it has been proposed that certain properry
be added to the geographic azea of the Seventh Flace Redevelopment Project Area, and the Renewal District be
converted from a renewal and renovation district into a redevelopment district, with a 25-year duration, and in
connection with such actions, the Council approve (i) the taY increment fmancing plan relating to the Block 391Arena
Redevelopment TaY Increment Financing District (the "DistricP') and (ii) a further amendment to�fhe redevelopment
pian for the Seventh Place Redevelopment Project (collectively, the "Pians"), all pursuant to and in accordance with
Minnesota Statutes, Sections 469.001 to 469.047, inciusive; and Minnesota Statutes, Section 4691 74 through
469.174, inclusive.
6. It is also proposed that the Council cail for a public hearing regarding the Plans and direct that the Plans
be sent by the HItA to the City of Saint Paul Plamiing Commission (the "Planning Commission") and the applicable
taxingjurisdictions.
RESOLVED, hy the City Council of the City of Saint Paui, Minnesota (the "City"), as follows:
1. Public Hearine. This counci] sha]] meet on Wednesday, September 10, 1997, at approximately 430
p.m., to hold a public hearing on the proposed Plans pursuant to and in accordance with Minnesota Statutes, Sections
469.001 to 469.04? and Sections 469.174 to 469.179, inclusive, as amended, in an effort to encourage the
redevelopment of a 12.5 acre site located in the central business district of the City to provide for the construction
of an approximately 20,000 seat arena for professional hockey games and other large entertainment events, which
will replace the existing RiverCentre arena.
2. Filin� of Plans: Notice of Hearin�. The I�RA staff is hereby authorized to finalize the Plans and is
directed to forward the Plans to the appropriate taYing jurisdictions inc]uding Ramsey Counry and Independent Schoo]
District No. 625, and to the Planning Commission. The City Clerk is authorized and directed to cause notice of the
public hearing, substantially in the form attached hereto as Attachment A, together with an appropriate map as
required by law, to be published at least once in the official newspaper of the City on August 29, 1997, and to place
a copy of the Pians as finalized on fi]e in the City Clerk's office at City Hall and to make such copies available for
inspection by the public.
