12.29, subd. 1 (1996); and
WHEREAS, the basis for the emergency is the severe dainage to real property within the City
of 5aint Paul caused by the storms which occurred in the late afternoon and evening of July 1,
1997, and the early morning of 7uly 2, 1997; and
WAEREAS, under that statute the Mayor's declaration cannot be continued for a period in
excess of three days except by or with the consent of the governing body; now, therefore, be it
RESOLVED, that the Councal of the City of Saint Paul does hereby consent to the continuation
of the declarat3on of emergency beyond three days and thereafter for as long as necessary to
effectuate relief to affected citizens, to ternunate upon order of the mayor; and, be it
FURTHER RESOLVED, that it is the intent of the Council that this declaration of an
emergency be made and be contimzed far the purpose of enabling the Ramsey Counry Assessor
to exercise statutory authorities for the reassessment of homestead property under the authority
of Minn. Stat. § 273.123 {1996); and, be it
20 FURTHER RESOLVED, that nothing in the Mayor's declaration, or this consent to its
21 continuation, shall mandate or obligate the Ciry of Saint Paul to provide any specific kind or
22 amount of relief, nor is it intended to induce reliance on the part of any person, the Council
23 and the Mayor retaining their full d'ascretion and power to provide such relief as may be
24 appropriate.
