The attached Substitute Resolution 97-859 is offered for your consideration this evening. Upon
consideration of the comments received from the Metropolitan Council, Mayor Coleman has
recommended that the City submit the Brewery Neighborhood and Phalen Village projects for
funding through the Metropolitan Livable Communities Demonstration Program. These
proposed projects are not only the most likely to be funded by the Met Council, they both begin
to implement the ten principles of the Development Framework.

The purpose af this memorandum is to update you on the 1997 Metropolitan Livable
Communities Demonstration Account funding cycle and process.
Based on Council and Mayoral priorities, PED began by considering several potential projects.
Staff evaluated these projects in terms of the Livable Communities Demonstration Account
criteria, as well as the projects' readiness to proceed, and submitted four project summaries to the
Metropolitan Council by the pre-application deadiine of 7une 20: Brewery Neighborhood,
Concord-Bluffs, Phalen Village, and Oakland Viliage. Final applications are due August 8 and
Metropolitan Council staff has advised that we submit no more than two projects at that time.
We are currently awaiting feedback from Metropolitan Council on the project summaries and will
be meeting with Mayor Coleman within the ne� week to get his recommendation. The attached
resolution is the generic one required by the Metropolitan Council. A substitute resolution which
specifically names projects wiil be presented to Council as soon as we have the Mayor's
recommendation. Final Metropolitan Council action is expected on December i l.
