In accordance with the administrative procedures for solicitation authorization, I hereby
request permission to solicit and accept funds to develop, implement and support the
Saint Paul Police Gun Stoppers program. The intent of this program is to reduce
Sreazm-related violence in our community by utilizing anonymous caller information,
along with the cooperation of Crime Stoppers, to locate illegally-possessed or illegally-
carried firearms and anest those found in violation with these weapons.
Funds will be needed for the reward portion of this program, (approximately $40,000)
which aze to be given to the reporting citizen if a gun is recovered and arrest is made.
However, even though the Saint Paul Police Department will be the agency responsible
for the reward payments, records management and the program's overall administration,
this program is designed to be funded entirely by corporate sponsors. This will reduce
police department financial limitations and will ultimately strengthen police-community-
business partnerships.
Inspector poug Holtz, from my office, and Sergeant 7oe Flaherry, from the Gun
Suppression secdon of the Homicide Unit, will administer the program with the help of
Crime Stoppers, and the solicitation of corporate-sponsored funds will be the
responsibility of other appointed designees.
If this solicitarion request meets with your approval, please sign the attached Council
Resolution and forwazd it (along with a copy of this memo) to the City Attomey's Office.
Thank you for your consideration of this request.
