thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be ma.de, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

PROJECT:
Construct a storm sewer system, water and sewer service connections and
reconnections, street improvements and upgrade an existing lighting system in the
Mississippi River Boulevard Watershed. This area is bounded by Iglehart, Fry, Selby
and Mississippi River Boulevard.
EXISTING CONDITIONS:
The project area is presently served by a combined sewer system. During periods of
rainfall, storm water and sanitary sewage are combined. Light rainfall, combined with
sanitary sewage, will be directed to the sewage treatment plant where the storm water
wilt be unnecessarily treated. Moderate to heavy rainfall, combined with sanitary
sewage, will overflow diversion structures and untreated sanitary sewage will outlet to
the Mississippi River. Reports of sewer backups into basements and surface flooding
have also been noted in this area.
The following streets within the project area are paved and have concrete curb:
EXETER - MARSHALL to DAYTON (existing width 30')
MARSHALL - CRETIN to FRY (varies)
OTIS AVENUE - MARSHALL to OTIS LANE (30')
OTIS LANE - OTIS AVENUE to the south (18')
RIVERWOOD - OTIS AVENUE to MONTROSE (26')
WILDER - IGLEHART to MARSHALL (36')
The following are oiled streets with intermittent sections of concrete curb:
DAYTON - MISSISSIPPI RIVER BLVD. to PRIOR (32')
FINN - MARSHALL to SELBY (30')
IGLEHART - CLEVELAND to MOORE (30')
MOORE - IGLEHART to SELBY (32')
SELBY - CRETIN to CLEVELAND (32')
WILDER - MARSHALL to SELBY (32')
The project area is primarily served by a lighting system on wood poles.

PROPOSED IMPROVEMENTS:
Storm sewer construction and street improvements are proposed for the following

Storm sewer construction and trench restoration only is proposed for the following

New streets wili be constructed to a width of 32 feet, except Marshail Avenue. The final
order for the Marshall Avenue reconstruction was approved by the City Council in
October, 1990. Marshall from Cretin to Fry will be constructed to a width of 56 feet, with
two traffic lanes, a center left turn lane and two parking lanes. There will be additional
widening at major intersections and various parking bans along the avenue.
No street widening will be performed if interference with boulevard trees is
encountered. New curb will be hand formed, if necessary, to avoid damaging trees
and/or tree roots. Tree trimming may be necessary to facilitate sewer construction. To

alleviate traffic sight problems, a 19" tree on the northwest corner of Dayton and Otis
Avenue will be removed.
The new storm sewer construction is part of a long-range storm sewer project which
will result in separate storm and sanitary sewer systems throughout the city. The street
improvements proposed would compliment the storm sewer construction. New
bituminous roadways with concrete curb and gutter are being proposed. All driveways
will be reconstructed with concrete, and new concrete outwalks will be constructed for
each home. Boulevards will be regraded and sodded. A lantern lighting system will
be used throughout the project area.
ALTERNATIVES:
To do nothing would be inconsistent with the city's commitment to improve existing
oiled streets, improve water quality and reduce pollution. Improving the roadways in
conjunction with sewer construction will save time, money and inconvenience later.
POSITIVE BENEFITS:
With the completion of the city's sewer project and the disconnection of rainleaders,
sewer backups into basements will be eliminated, surface flooding reduced and the
diversion of sanitary sewage to the Mississippi River, as well as the diversion of storm
water to the sewage treatment plant, will be eliminated.
General improvements of the public right-of-ways in conjunction with sewer
construction will enhance and add quality to the neighborhood. Street oiling would be
eliminated.
ADVERSE EFFECTS:
Normal problems associated with construction, such as noise, dust, reduced access to
property and general disruption will be present. However, by constructing all
improvements at this time, future adverse effects would be eliminated.
