2 WHEREAS, Laws 1973, Chapter 396 permits the Saint Paul Civic Center
3 Authority to grant a tenant or caterer a limited license to sell alcoholic beverages during
4 a scheduled civic center event, and
5
6 WHEREAS, the need to respond to potential tenants and caterers as to their
7 liquor requirements must be addressed promptly in order to ensure that their rental
8 accommodations are timely met, and
9
10 WHEREAS, those interests would be better served if the managing director of
11 the Authority, instead of the Authority itself, were authorized to grant the limited
12 licenses, and
13
14 WHEREAS, the Saint Paul Civic Center Authority has, by resolution, identified
15 this issue as one of the many matters that would enhance its ability to book events,
16 NOW THEREFORE BE IT

18 RESOLVED, that the Mayor and Council of the City of Saint Paul encourage the
19 St. Paul-Ramsey County delegation to enact amendatory legislation as to the above
20 statute to vest the managing director of the civic center with the authority to permit
21 limited alcoholic beverage sales for civic center events.

Dear Mayor Scheibel,
The St. Paul Civic Center Authority has asked this office to transmit to you and the City council
a resolution of the Authority passed at its November, 1992 meeting. A copy is attached.
The Authority has what is called a "floating liquor license° by virtue of special state legisiation.
This means the Authority cannot sell alcoholic beverages on its own, but can vest that right in
a tenant or caterer for a specific event held on Civic Center premises.
The Authority, by its resolution, has noted the administrative problem it faces in handling liquor
at Civic Center events and that is the need for the consent of the Authority before liquor sales
are lawful. As the Authority, like most boards or commission, does not meet daily, it becomes
cumbersome to get a quorum assembled to approve liquor sales requests that need prompt
attention.
The Authority is suggesting that the approval power be vested in the Authority's executive
director to achieve a prompt decision in such matters.
I have, at the request of the Authority, prepared a resolution for your approval and introduction
to the City Council which would note official support to the St. Paul house and senate delegation
for a legislative change in this matter.
