WHEREAS,the City of Saint Paul has support the petition of the Northem States Power Company which authorized
the continuation of Area Development Rate Zones; and
WHEREAS, the Public Utilities Commission has reauthorized Northem States Power Compan�s use of Area
Development Rates within under-utilized industrial zones until June, 1994; and
WHEREAS, Area Development Rate (ADR) Zones are districts where electric utility services would be provided at
a reduced rate to new and expanding manufacturing and wholesale trade businesses; and
WHEREAS,these cities must have experienced a decline in combined employment in manufacturing and wholesale trade
between 1980 and the most recent year for wluch data is available, as published by the Minnesota Department of Jobs and
Training; and
WHEREAS, the City of Saint Paul has a strong commitment to maintaining a healthy urban economic base; and
WHEREAS, the City of Saint Paul has had two ADR Zones since June 28, 1990--one at Westgate Industrial Park and
one at Empire Builder Industrial Park--and four businesses have benefited from the program, creating and retaining jobs in the
City; and
WHEREAS,the Saint Paul City Council will review Northem States Power Company's implementation of the program
to ensure that the program emphasizes the expansion of jobs and tax base; and
WHEREAS,one or both of the existing ADR Zones may become fully occupied and at a future date the Port Authority
of the City of Saint Paul may request the City Council and Northem States Power to relocate one or both of the ADR Zones
to areas that may benefit from the ADR program; and
NOW,THEREFORE,BE TT RFSOLVED that the Saint Paul City Council approves the continuation of Empire Builder
Industrial Park and Westgate Industrial Pazk as ADR Zones.
