1 WHEREAS, the Saint Paul City Council is committed to the human rights of Ciiy of Saint Paul employees, and;
WHEREAS, the Saint Paul City Council understands that the City of Saint Paul employee workfarce will be
changing to a more diverse workforce, and;
4 WIIEREAS, there have been an increasing number of clauns by employees of racial and sexual discriinination, and;
5 Wf�REAS, it is the responsibility of the tlflirmative Action Director and the Director of Human Rights to protect
6 the rig}�ts of city employees; now therefore be it
7 RESOLVED, that the �lfiinnative Acfion D"uectar and the Director of Human Rights in conjunction with the Civil
8 Service Commission�develop a p1an to eliminate the number of racial and sexual discrimination compiaints
9 between employees which includes trauvng, counseling, investigation, appropriate disciplinary action, and an after
10 care plan far substantiated complaints by September 3, 1997.

RE: Claims of Discrimination Against the City
I have attached two tables prepared by the Office of City Attorney in 7uly, 1997. The numbers in
these tables reflect claims made against the City of Saint Paul to the U.S. Equal Employment
Opportunity Commission, Minnesota Department of Human Rights, federal district court, and state
district court, for discrimination because of race, national origin, sex, age, disability, sea�ual
orientation and reprisal. They represent claims relating to employment and to public services. The
numbers do not include internal complaints made pursuant to the Workplace Conduct Policy and its
predecessor policies. Data for claims made in 1997 is not available currentiy.
Table 1.
Table 1 summaiies these claims from 1991 through 1996. The total of Outcomes does not equal the
New Claims because some claims are stili pending. The total of Type of Discrimination does not
equal the New Claims because some claims are for disability, age, national origin, and seaual
orientation discrimination and for reprisal claims. Also, in severai cases where a complainant claimed
more than one type of discrimination, each type claimed was counted separately.
Dismissed cases include cases where the administrative agencies found no probable cause to
believe a discriminatory act occurred and cases where a judicial court found as a matter of law that
the complainant failed to establish a case. Settled cases involved payments ranging from a few
hundred dollars to as much as several hundred thousand dollars (in the previous black fire fighter
case.) Most were settled for less than $25,000.
Tahle 2.
Table 2 summarizes by department all the new discrimination claims filed against the City from
1991 through 1996. Note that the large number of claims against the Police is due in part to that
department receiving public service claims as well as employment claims.

1 WHEREAS, the Saint Paul City Council is committed to the human rights of Ciiy of Saint Paul employees, and;
WHEREAS, the Saint Paul City Council understands that the City of Saint Paul employee workfarce will be
changing to a more diverse workforce, and;
4 WIIEREAS, there have been an increasing number of clauns by employees of racial and sexual discriinination, and;
5 Wf�REAS, it is the responsibility of the tlflirmative Action Director and the Director of Human Rights to protect
6 the rig}�ts of city employees; now therefore be it
7 RESOLVED, that the �lfiinnative Acfion D"uectar and the Director of Human Rights in conjunction with the Civil
8 Service Commission�develop a p1an to eliminate the number of racial and sexual discrimination compiaints
9 between employees which includes trauvng, counseling, investigation, appropriate disciplinary action, and an after

RE: Claims of Discrimination Against the City
I have attached two tables prepared by the Office of City Attorney in 7uly, 1997. The numbers in
these tables reflect claims made against the City of Saint Paul to the U.S. Equal Employment
Opportunity Commission, Minnesota Department of Human Rights, federal district court, and state
district court, for discrimination because of race, national origin, sex, age, disability, sea�ual
orientation and reprisal. They represent claims relating to employment and to public services. The
numbers do not include internal complaints made pursuant to the Workplace Conduct Policy and its
predecessor policies. Data for claims made in 1997 is not available currentiy.
Table 1.
Table 1 summaiies these claims from 1991 through 1996. The total of Outcomes does not equal the
New Claims because some claims are stili pending. The total of Type of Discrimination does not
equal the New Claims because some claims are for disability, age, national origin, and seaual
orientation discrimination and for reprisal claims. Also, in severai cases where a complainant claimed
more than one type of discrimination, each type claimed was counted separately.
Dismissed cases include cases where the administrative agencies found no probable cause to
believe a discriminatory act occurred and cases where a judicial court found as a matter of law that
the complainant failed to establish a case. Settled cases involved payments ranging from a few
hundred dollars to as much as several hundred thousand dollars (in the previous black fire fighter
case.) Most were settled for less than $25,000.
Tahle 2.
Table 2 summarizes by department all the new discrimination claims filed against the City from
1991 through 1996. Note that the large number of claims against the Police is due in part to that
department receiving public service claims as well as employment claims.
