WHEREAS, The Saint Paul Division o£ Parks and Recreation holds a
3.2 beer and wine license for the City's Harriet/Raspberry Island Park;
and
WHEREA5, Section 19, Chapter 559, Minnesota Laws 1990 pursuant to
Minnesota Statutes 1988, Chapter 654.021 allows the Division of Parks
and Recreation, with City Council approval, to se11 wine and 3.2 beer
at events sponsored by the Division of Parks and Recreation; and
WHEREAS, Capital Event Management will promote three concerts at
Harriet Island Park on July 12, August 9 and September 20, 1997; and
WHEREAS, Capital Event Management or its vendors, will operate all
concessions for the three concerts to be held at Harriet Island;
NOW THEREFORE BE IT RESOLVED, that Capital Event
use the Division of Parks and Recreation licenses to
and/or wine at the concerts under the following terms

Management may
sell 3.2 beer
and conditions:
Sales shall occur only between the hours of 11:0� a.m, and 11:00
p.m.
That prudent care wi11 be taken to insure that al1 sales are made
to persons age 21 and over.
That prudent care will be taken to insure that no sales are made
to individuals who are or appear to be intoxicated.
4. That Capital Event Management shall, at all times, comply with all
State of Minnesota and City of Saint Paul ordinances, laws, and
statutes pertaining to the sale of wine and 3.2 beer.
5. That Capital Event Management shall provide liquor liability
insurance in the amount of Six Aundred Thousand Dollars
($60Q,000.00) for the dates of it s concerts. A certificate
of insurance naming the City of Saint Pau1 as an additional
insured shall be provided to the City Attorney's Office prior to
any sale of 3.2 beer andlor wine.
