RESOLVED, That pursuant to Mimiesota Statutes 471.59 commonly referred to as the "Joint Powers Act",
the proper City officials aze hereby authorized and directed to execute the joint purchasing agreement with
Dakota County, Minnesota, said agreement providing for the joint purchase of equipment, materials, and
supplies as needed, copies of said agreement to be kept on file and or record in the Department of
Technology and Management Services.

JOINT PURCHASING AGREEMENT
T'iIIS AGREBMENT, is made and entered into this day of , 1997 by and
between the City of Saint Paul (Ramsey County, Minuesota) and Dakota County.
WHEREAS, the City of Saint Paul and Dakota County, pursuant to the provisions
Miunesota Statutes 471.59 are authorized to enter into an agreement to exercise jointly the
governmental powers and functions each has individually; and
WI�EREAS, the City of Saint Paul and Dakota County desire to combine their purchasing
functions for the purchase of equipment, materials, services, and supplies to secure more
favorable prices and conditions:
NOW, THEREFORE, IT IS HEREBY AGREED, by and between the parties hereto as
follows:
l. The City of Saint Paul shall, pursuam to the procedures set forth in the Saint Paul City
Charter and applicable State Stazutes, make joint purchases for both Dakota County and the City
of Saint Paul of whatever same or similat� equipment, materials, services, and supplies are
authorized and requested by both the City of Saint Paul and Dakota CounTy. Similazly, Dakota
County shall make joint purchases for the two entities in accordance with all appiicable Statutes
and policies.
2. Each parry shall make payment directly to the vendor according to established
pracedures.
3. Neither party sha11 assuxne any responsibility for the accountability of funds expended
by the other or the issuance of a purchase order by the other party.

4. Each party shall be separately accountable for its own expenditures of public funds
made hereunder.
5. After bids have been received by the designated purchasing department on behalf of
both entities, and awarded, each party shall enter into its own contract or agrreement with the
vendor.
6. As mutualiy agreed upon, the parties may share the costs associated with the shued
bidding process.
IN WI'I'NESS WHEREOF, ihe City of Saint Paul and Dakota County have executed this
agreement the day and year fust above written.
