Ms. Carpenter's pazents owned the properiy before she did, The property is in disarray and it will not be easy for her to move out of the property in 30 days. She is attempting to put the property in order by herself and is asking for aznple time to get out the good items, throw out the bad, and to find altemative housing. The house does not seem to have serious community health problems, therefore there is no liarm in letting her live there for a while. Mr. Jensch's of&ce wiA help. Ms. Carpenter is asking for 6 months to move. Donald Juenemanv, Public Health, reported a suminary abatement was done a yeaz ago. According to Mary Hanson from Plaiuuug and Economic Development (PED), the price to fix the property is more than the properry is worth. All Ms. Carpenter has to do is sign the necessary papers and PED will find a home for her. Ms. Carpenter is 77 years old, the fiirna.ce and the water heater in the home aze not working, and she has been refusing efforts to help her. This home should have been condemned a long time ago. Marion Carpenter appeared and stated the house needs repair, but she does not have the finances to do it. Ms. Carpenter has no other family and has been trying to find a place to live. Her car has I50,000 miles on it so the place she moves into has to be near a bus line. Ms. Carpenter said she collects things in her home, her yard is not the cleanest, and her hobby 3s fi�ng lawn mowers, but she does not cause trouble and minds her own business. She admats she should have been out of the house 2Q years ago. She has two dogs. In 1993, the City ordered the septic system to be redone. Perks tests were done by Ed's father. Mr. Webster's father died in 1994 and the fanuly never got the results of the perk tests. The sewer is higher than the house so a lift system would have to be put in. No contractor is willing to come out and give an estimate on this work. An A1 Webster said he might come give an estunated in 7une. In 1993 or 1994, the septic system estunate was azound $8,000. At that time, putting a lift in and hooking up the sewer was probably double. Mr. Webster was told the floor would have to be dug up for this job. Other thau the sewer issue, the house is in good condition. Elizabeth Webster wili be 77 years old and lives by herself on a limited income. Her two sons live on both sides of this home. Mr. Webster is asking to follow through with the original order to install a new drain field and septic system. Elizabeth Webster stated she has lived in this home all her life. Thomas LeClair, License Inspections and Environmental Protection (LIEP), reported the house was inspected on 2-25-96 and found to have a dry well. That becomes a failing system and Mr. LeClair contacted Public Works to see if there was a sewer available. There was one and an order was put in to hook it up. Everything is on hold unfil the dry well issue is resolved. Gerry Strathman recommended a lay over to December 16 to test this system. The status of the enforcement is in a state of flmc until that time. 408 Cliarles Avenue Pictures were presented. Hector Ponce de Leon stated an inspector checked the house and Mr. de Leon was told there were some things that had to be updated. He has brought the house up to code and now has been told he has to vacate the residence. Harold Robinson, Public Health, reported this was a Housing and Urban Development (IiUD) property. Before HUD took possession of the property, a general walk through was done. It was decided the home needed upgrading. HUD obtained a code inspection through the building inspection department. IiIJD should have informed the new buyer that the home had a code inspecrion stipulation attached. There was a sign put up at the building, but signs are torn down sometimes. Gerry Strathman stated the home is illegally occupied because it did not pass code compliance. Mr. Strathman asked did HIJD explain the code compliance problems. Mr. de Leon responded an inspector came and a few codes did not pass. The inspector said a licensed electrician and plumber would have to be hired, a smoke detector needs to be wired to the lights, and three ouflets need to be installed in one room. Mr. de Leon has been calling for estimates. The inside of the house is in good shape. It will take about a month to take caze of the problems. Gerry Strathman recommended granting the appeal until August 1 to bring the building into code compliance.
