WfIEREAS, on September 28, 1994, the City Council of the City of Saint Paul established the Neighborhood Sales
Tax Revitalization (STAR) Program, C.F. 94-1127; and
WHEREAS, on November 27, 1996, the Saint Paul City Council adogted changes to the STAR program which
requires the STAR boazd to recommend cuts of Neighborhood STAR pre-applicarions in the amount of approximately
twice the available funds; and
WfIEREAS, the City Council is responsible for review of the STAR board recommended cuts and for malcing the fmal
decision on pre-application cuts; and
WI�REAS, the Department of Planning and Economic Development (PED), in the third cycle, has received forry-
four pre-applications to the Neighborhood STAR Grant, Loan and Seed Capital Program; and
WHEREAS, an adverse lending report on the pre-applicants shows no adverse lending relationships; and
WIIEREAS, PED, the Neighborhood STAR Board, and the Mayor have evaluated the Cycle 3 pre-applications and
recommend that specific pre-applicants, as identified on attachment A, be invited to submit a final STAR application;
and
WHEREAS, the STAR board recommends that some pre-applicants, identified on attachment A, who submitted a
combined grant and loan request, be invited to submit a final STAR application for loan funds only; and
WHEREAS, the STAR boazd also recommends that, in order to fund more projects, most applicants should not expect
to receive more than $200,000 in grant funds; and
NOW, THEREFORE, BE IT RESOLVED, the City Council approves the Neighborhood STAR Board
recommendations for inviting selected pre-applicants, as listed on Attachment A, to submit a final STAR applicafion.

RE: Cycle 3, Neighborhood Sales Tax Revitalization (STAR) Program Pre-applicants
that have been recommended by the STAR Board to submit a final application.
It is my pleasure to forward for your review and consideration a proposed Council
Resolution which identifies pre-applicants who are recommended by the Neighborhood
STAR Board to submit a final STAR application.
The Neighborhood STAR Board reviewed pre-applications, viewed a video of the
proposal sites, and rated the proposals. The STAR Board also recommends that •
applicants be made aware of the limited grant funds available and that an award of
more than $200,000 is unlikely to be funded.
{ urge your support of the STAR Board Resolution, and the pre-application
recommendations listed on Attachment A.
