Communicafions Plan
I. BackEround
A. Organizational Structure
Crime Prevention Coordinators from all the different neighborhoods of St. Paul have formed a
loose-knit coalition Also included in the group aze representatives from the St. Paul Police, the
Ramsey County Attorney's Office, and the Ramsey County ProbaUon Office.
The city-wide collaborative came into existence in order to find ways in which having many
neighborhoods working together could enhance efforts and help achieve goals within those
neighborhoods, with a focus on goais that many or all neighborhoods hotd in common. The
collaborative is not an independent organization with independent goals.
We hold monthly meetings at which we: 1) come togeiher to work on city-wide projects, 2)
invite in speakers to update us on different issues/programs/etc. 3) seek advise and share
informauon within the group about different neighborhood crime prevention strategies.
B. ProjectHistory
This project started with a grant proposal to the McKnight foundation. The ideas for the
proposal were developed by the entire group, and a committee turned those ideas into the
language of the proposal. After receiving the funding, the crime prevention coordinators met foi
a 2 day planning retreat to work out fiuther details for the different projects in the proposal. At
that time, the project was handed over to a committee. The committee regularly reports back to
the entire group, and seeks input and approval when needed.
C. Key Messages
Block Clubs are an important tool for:
• building more livable communities
• decreasing crime
• increasing safety
• building trust among people
• building community cohesion
II. Overall Framework
A. Goals
• Contribute To the c:ty-wide goal of 70% involvemenY in block clubs/crime watch chapters
Get more people involved in their neighborhoods, either through:
• joining their local block ciub
• starting one if one does not exist in theu area
increase or improve communication to residents by
• Developing a consistent city-wide message
• Supporting comcnunication efforts in each individual neighborkood
• Creating an additional highly visible campaign that links to neighborhood
communication efforts
B. Measure of Success
This campaign should result in an increase in the number of block clubs in each aeighborhood and
thus also city-wide. (See Appendix i for current figures.)
C. Positioning Statement
"Want a Safer Neighborhood? Join the club!" This slogan was developed and agreed upon by

Communicafions Plan
I. BackEround
A. Organizational Structure
Crime Prevention Coordinators from all the different neighborhoods of St. Paul have formed a
loose-knit coalition Also included in the group aze representatives from the St. Paul Police, the
Ramsey County Attorney's Office, and the Ramsey County ProbaUon Office.
The city-wide collaborative came into existence in order to find ways in which having many
neighborhoods working together could enhance efforts and help achieve goals within those
neighborhoods, with a focus on goais that many or all neighborhoods hotd in common. The
collaborative is not an independent organization with independent goals.
We hold monthly meetings at which we: 1) come togeiher to work on city-wide projects, 2)
invite in speakers to update us on different issues/programs/etc. 3) seek advise and share
informauon within the group about different neighborhood crime prevention strategies.
B. ProjectHistory
This project started with a grant proposal to the McKnight foundation. The ideas for the
proposal were developed by the entire group, and a committee turned those ideas into the
language of the proposal. After receiving the funding, the crime prevention coordinators met foi
a 2 day planning retreat to work out fiuther details for the different projects in the proposal. At
that time, the project was handed over to a committee. The committee regularly reports back to
the entire group, and seeks input and approval when needed.

Block Clubs are an important tool for:

• decreasing crime
• increasing safety
• building trust among people
• building community cohesion
II. Overall Framework
A. Goals

Get more people involved in their neighborhoods, either through:
• joining their local block ciub
• starting one if one does not exist in theu area
increase or improve communication to residents by
• Developing a consistent city-wide message
• Supporting comcnunication efforts in each individual neighborkood
• Creating an additional highly visible campaign that links to neighborhood
communication efforts
B. Measure of Success
This campaign should result in an increase in the number of block clubs in each aeighborhood and
thus also city-wide. (See Appendix i for current figures.)
C. Positioning Statement
"Want a Safer Neighborhood? Join the club!" This slogan was developed and agreed upon by
the entire group of crime prevention coordinaYOrs at our January planning reueat.
D. Prioritization
The project will have a two prong approach The committee will develop and implement highly
visibie city-wide communications methods. Neighborhood organizations, using tools provided to
them by the committee, with develop and implement communicarion methods for use within their
own neighborhoods (such as neighborhood newspaperslletters, and 1 to 1 interactions with
residents.)

Whereas, the City of St. Paul is a great place to live and crime
prevention and community building strategies are intended to make
it an even better place to live; and
Whereas, the City of St. Paul recognizes community building and
crime prevention strategies such as community policing as
priorities for its citizens; and
Whereas, the neighborhood crime prevention organizations of St Paul
have banded together to collectively address issues of crime, fear of
crime and their impact on our community; and
Whereas, joining and actively participating in neighborhood block
clubs are both major components of community building and crime
prevention strategies; and
Whereas, the McKnight Foundation has awarded funding to the
neighborhood crime prevention organizations of St Paul to
strengthen local block clubs and publicize their effectiveness; and
Whereas, the neighborhood crime prevention organizations of St.
Paul have formulated a broad, multi-cultural public education
campaign to stimulate interest in joining and participating in
neighborhood block clubs; and
Whereas, the neighborhood crime prevention organizations,
Management Assistance Program for Non-Profits ("MAP"), the St.
Paul Police Department, local graphic designer Jim Mesick, and the
Ramsey County Attorney's Office have all collaborated 'sn the
production of this public education campaign;
Therefore, be it resolved that the City of St Paul recognizes the
outstanding efforts of the McKnight Foundation, the neighborhood
crime prevention organizations, Management Assistance Program for
Non-Profits ("MAP"), the St. Paul Police Department, locai graphic
designer Jim Mesick, and the Ramsey County Attorney's Office in
supporting and developing this public education campaign; and
Be it further resolved that the City of St. Paul declares July to be
"Join the Club Month" in support of the efforts af our neighbarhoods
to maintain and improve the quality of life in St. Paul by building and
participating in neighborhood block clubs.
