AGREEMENT
An agreement effective the day of May, 1997, by and between the City of Sain.
Paul, Saint Paul, Minnesota (City) and the Ramsey County Attomey,
WITNESSETH:
WHEREAS, the City of St. Paul Police Department (SPPD) and the Ramsey County
Attomey's Office (RCAO) seek to include a police investi�ator as a part of a prosecution team to
work with police gan� units to identify gang members and to assist in investigations of gun-
related crime in order to taz�et young violent criminals, criminals who use guns and gang-related
crime; and �
WHEREAS, funds have been appropriated to the Ramsey County Attorney's Office for
the support of a Gangs and Guns Prosecution Unit, including a police investigator, through a
cash match &om the County Attorney's Office Criminal Forfeiture Trust and Agency Account
and a grant a���ard from the Minnesota Department of Children, Families and Learning,
IT IS MUTALLY agreed by and between the City and County as follows:
l. That the above recitals are incorporated herein by reference.
2 That this agreement may be terminated without cause at any time by thifty (30)
days w�ritten notice from one above named Office to the other.
3. That any employee sent from one Office to the other shall remain the employee of
the sending Office but shali work under the direction and control of the receiving Office.
4. That each employee sent and received hereunder shall first be acknowledged by
an exchange of letters between the Offices for the purpose of calculating length of service undez
this a�reement.
That each Office reserves the right to reject the services of an employee from the
other Office upon twenty-four (24) hours notice and such rejection shall not constitute a
termination of this aereement.

6. During the duration of this Agreement, RCAO shall reimburse SPPD for 100
percent of salary and related fringe benefit costs, on a monthly basis.
Durina the duration of this Agreement, SPPD shall maintain the necessary
workers' compensation and unemployment insurance as required by law as it affects exchanged
employees. SPPD shall pay all benefits as required by the Minnesota Statutes, Chapter 176.
8. Nothing in this Agreement, explicitly or implicitly, shall be construed to be an
offer or promise of permanent employment as to any employee exchanged.
SPPD will submit invoices monthly which wiil be paid within thirty (30) days of
receipt. Final invoices at the end of each fisca] yeaz (the month of December) will be submitted
no later than January 31 of each calendar year.
10. That this Agreement is subject to the provisions of Minn. Stat. § 15.51 to 15.54,
which authorizes the interchange of govemment employers.
