Palmer, with whom I spoke last Thursday, I was informed of an improper installation of water service at 1961 Selby Avenue in Saint Paul. Although I do not dispute the facts stated in your letter dated March 17, 1997, I believe an explanation is in order. I subcontrzcte� the outsi_de ��ork to Rob Brandtjen and I was not present during the installation of the water service. Bob Brandtjen has installed many water services in the city of Saint Paul. I was never aware of any problems with his work. I believe he is sti11 installing water services under someone elses license. I regret that there were any problems under my license. The work, which included the replacemeat of a water line from the house, was subcontracted to Bob Brandtjen, d/b/a IGM, Inc., a house drain contractor licensed Co do work in the City of Saint Paul right-of-way. The water pipe was improperly installed through the sewer pipe, a violation of Minnesota Plumbing Code §4715.1710, subpart 2, requiring separation of water service and sewer pipes. If you do not dispute that the above facts, please send me a letter so that the matter can be scheduled before the City Council for a hearing on what penalty, if any, to impose. You will be allowed to speak on your behal� at that hearing. If you believe that the facts stated above are in error, you are entitled to an evid�ntiary rearing before an administrative law judge.
