97-688� ��e��'�-� — U / � � � � Council File # `� y� � Green Sheet # ���� RESOLUTION 3� �" '°` '� r : CITY OF SA1NT PAUL, MINNESOTA ,- _ �_�� •� ° ,• .. .• �___� n /1 A r� , n dA Presented By Re£erred To COmmittee: Date 1 WHEREAS, on April 2, 1997, City Council considered Resolution 97-349 which introduced 2 the Capital City Development Program, was laid-over until April 30, 1997, to be 3 discussed at policy meeting; and 4 5 WHEREAS, on April 30, 1997, public discussion was held concerning the development of 6 the Capital City Development Program which could realign city development objectives 7 with neighborhood-based proposals for housing and business revitalization by 8 targeting specific residential and commercial areas which require strategies for 9 these activities; and 1� 11 WHEREAS, the Capital City Development Program is a proposal in response to policy 12 discussions generated at the City Council related to housing rehabilitation/new 13 development and commercial development; and 14 15 WHEREAS, City Council directed PED staff to develop an implementation plan for the lfi Capital City Development Program to be brought back to the City Council within six 17 (6) weeks; and 18 19 WHEREAS, to faCilitate discussion on these issues among City Council members, City 2� sta£f and members of the community, a series of resolutions pertaining to components 21 of the Capital City Development Program will be introduced to assist in the 22 implementation of the Program. 23 24 WHEREAS, over the past year City Council has discussed £inancing assistance in the 25 rehabilitation of vacant houses and has now raised concerns about the effectiveness 26 of being able to successfully impact neighborhoods and tax base at the current 27 levels. 28 29 NOW, THEREFORE, BE IT RESOLVED, that the amount of financing assistance wili be 3� $35,000 for single family houses and $50,000 for duplexes to £ourplexes converted to �1 single family use or density reduction all for resale for home ownership. 32 » FURTHER, BE IT RESOLVED, that the City Council recommend that the Housing and 34 Redevelopment Authority of the City of Saint Paul, Minnesota, consider and approve 35 this resolution. 36 37 38 1t�se.-4 '�e �o\�l�w�r�: 39 gE IT FURTHER RESOLVED, that to maximize the use and ensure prudent stewardship of 40 public resources, especially direct public subsidies, that all Houses to Homes grant 41 allocations be reported, in detail, to the HRA Board of Commissioners on a quarterly 42 basis. 43 44 � gE IT FURTHER RESOLVED, that the City Council encouxage the Depar[ment of Planning and 45 Economic Development to prioritize gap subsidy requests that: 46 1.
