1 WHEREAS, the City of Saint Paul is host to and supportive of
2 numerous special events and activities that are good for
3 neighborhoods, communities and the City; and
4 WHEREAS, the tradition of Grand Old Day has been around for many
5 years celebrating the spirit of Grand Avenue from Dale Street on
6 the East end to Fairview Avenue on the West end; and
7 WAEREAS, because of the length and size of Grand Old Day it would
8 be a hardship to collect signatures from the residents and
9 businesses along Grand Avenue for the length of the festival; and
10 WHEREAS, we have collected letters of support from the Grand
11 Avenue Business Association, and the two district councils which
12 are home to Grand Old Day;
13 NOW THEREFORE, be it resolved that the City of Saint Paul waive
14 the Block Party Permit requirement of a petition signed by 60
15 percent of property owners as a condition of the Block Party
16 Permit.

Block Party Permit requires 60 percent of property owners along a block party sign a petition to allow a festival. In
cases where it would be a hardship to collect 60 percent of signatures city council has authority to waive requirement.
Grand Old Day celebration scheduled for Sunday, June 1, 1997 is over 7 mile in length and would therefore be
considered a hardship.
