1 WHEREAS; the residents of Selby Avenue have submitted a petition for permit parking

WHEREAS; the Council of the City of Saint Paul finds that the residential area adjacent to
ar near Snelling Avenue and Selby Avenue does not have sufficient off-street parking to safely
accommodate the residential parking needs of the residents, and the parking needs of
non-residents using the commercial areas. The Council further finds the frequent parking of
vehicles in this residentia! area by these non-residentia! users has created residential problems
of a safety, environmental and aesthetic nature.
THEREFORE, to enhance the quality of life in residential areas by reducing noise, traffic
hazards and litter; to reduce air pollution and other environmental factors, and to preserve the
safety of children and other pedestrians; to preserve the character of this district as a residential
district and to protect the residents of these areas from unreasonable burdens in gaining access
to their residences;
NOW, THEREFORE, BE IT RESOLVED THAT the following parking regulations shall be
18 revised in the residential area in and around the Snelling-Selby commercial area:

Residents on Selby who have permit parking cannot find a parking space between Noon and 6PM.
They want to be able to find a space anytime if they have to pay for permit parking. A petition has
been submitted that exceeds the 60% property owner signature requirement to modify the hours
permit parking is in effect. Afso, the business owner wants permit parking removed on his corner at
Saratoga/Selby.
tf the change is adopted, permit parking will be in effect from 1PM everyday to 1AM after midnight.
Before, the zone started at 6PM Monday-Saturday and ended at 2AM. With a permit, residents will
now be able to find a parking space at 1PM instead of 6PM.
O'Garas {which has 2 off-street parking lots) and other businesses wiA lose these on-street park+ng
spaces between 1PM and 6PM Mon.-Sat. and iPM through 1AM on Sun .s. -��Q'G?ra states he
