RESOLUTION
CITY OF SAINT PAUL, MINNESOTA
RFSOLVED, that upon the execution and delivery of a release in full to the City of
Saint Paul, the proper City officers are hereby authorized and d'uected to pay out of the Tort
Liability Fund Q9070-0511 to Steven Shoals and Marc Kurzman, his attorney, the sum of
$3,000.00 in full settlement of his claims for damages arising out of the occunence on May
30, 1945, in the City of Saint Paul.

On May 30, 1995, Steven Shoats was leaving a friend's apartment at SQS 5elby Avenue in St.
Paul, Minnesota. Lorrie Dorrance, a St. Paul Police officer, also lives at that address. Officer
Dorrance, was off-dury, and was returning to her home at appro�rimately 11:00 p.m. Dorrance
saw Shoals, who she did not recognize as a resident run from the building to a nearby fenced area.
Because of the late hour, Shoal's suspicious behavior, and the fact that Dorrance did not
AovAHn. between Shoals and Dorrance regarding Shoal's right to be on the property. Donance
was hoiding on to Shoals' bicycle and as Shoals attempted to move away, Dorrance and Shoals
fell over with the bicycle. Dorrance's boyfriend was also present during this incident and is
accused of making a threatening remark and gesture toward Shoais. Shoals sustained a minor
injury as a result of this altercation.
Shoals made a complaint to the St. Paul Police Department as a result of this incident. After the

the suspicious behavior at her apartment building. Dorrance was disciplined for conduct
unbecoming a police officer as a result of the investigation.
Shoais initiated this action in Ramsey County District Court alleging Dorrance committed and
assault and battery, and violated his constitutional rights. Shoals also alleged the City had failed
to properly train its police officers.
DISAOVANTAGES IF NOT AVPROVED:
The defendants have denied Plaintifl's claims and asserted various defenses. s case is ready for
trial. Our office has entered into a settlement agreement with �pi�����m of $3,000.00 in
exchange for release of all claims against the defendants. Our a�ffice recomm s approval of this
