Department of Public Works have reviewed the Project and recommend approval,
and
WHEREAS, the Ramsey County Board of Commissioners has reviewed and
approved the Project,
NOW THEREFORE BE IT RESOLVED, that the Ramsey County trail improvement
project known as the Battle Cxeek Bikeway is hereby approved by the Council o£
the City of Saint Paul, and
FURTHER RESOLVED, that the Gouncil of the City of Saint Paul expresses
its appreciation to Ramsey County for undertaking this worthwhile project.

The Ramsey County Parks and Recreation Department proposes to
complete the trail system along the creek in Battle Creek Regional
Park. Currently, the trail has a 1-mile gap between Upper Afton Road
and McKnight Road. Downstream oi Upper Afton Road the existing trail
continues to Hwy. 61 and on to Fish Hatchery Lake and Indian Mounds
Park. Completion of the Warner Road trail wi11 extend the trail to
downtown. The enclosed maps show the location of the proposed trail.
The plan was presented to the District 1 Community Council on April 1.
Adjacent residents were notified by letter and a general announcement
was in the March District 1 News. The response at the meeting was `,
supportive of the trail and the Community Council voted to apprave the
plan. (See enclosed letter dated S/28/96.} The Larry Ho - Ruth -
Upper Afton - Winthrop Block C1ub also considered the trail at its
April 9th meeting and voted to support the project. (See enclosed
letter.) Their suggestions for the crossing between Winthrop Street
and Battle Creek Middle School will be included.
I request your support and assistance in bringing this plan to the
City Council for approval. Please let me know if you need any further
information.

At its April 9, 1996 meeting, the "Larry Ho - Rufh - Upper Afton - Winfhrop Block Club" voted

Guerin, and the District One Community Council that the Block Club:
Supports the installatian of paved paths and bridges and an undezpass at Upper Afton, as the
proposed improvements wi11 make the passive park more user-fziendly, accessible, and safer.
Requests that the alignment of the pathway to the pedestrian bridge crossing to Battle Creek hliddle
School be changed at its Larry Ho Drive side. It is requested that the access path on the south side of
�he creek le�ding.to.a aew bridge (to be iocated slig:�ity �e4vnstream from the existing bridge) b�
directly al�gned with the center of V,%inth:op Street extended. This request to realign the important
entrance to the crossing is made for �hree reasons:
1 j Ii. di:ectly a!igns with tne nahirai flow of ihe najor amount of pedestrlan craffic =1sir.g the
crossing. ..tiJinthrop:St: is the enly r�ain street w?:ich crosses Upper Afton to tY:e majcr
apartments and higrer density housing down neat I.ower Afton. Changing the entrance .
location •,uould discourage children from walking up the middIe of the private backyards
hetween Nelson and Winthrop.
2) The grade would be less steep than its current location halfway between Winthrcp and
Nelson. A more gentle grade will be safer iri the icy winter, when the passage is used daily
by hundreds of school children, and will be safer for bikers, rollerbladers, and handicap
ind:vidaals.
3) It would "disrupt" a more secluded part of the park where there has tieen a significant
number of incidents of drug usage and disruptive, after-hours behavior:
ltequests that a"safetylstreet" light be instailed at the bridge location, as this pedestrian walkway
from Larry Ho to North Park Drive, to access the school, is the only crossing between h4cKnight
Rd, and Rutl: St. And, being that it is in a sec3uded park, in a a lly below street grade, this request
is to address a public access safety concern, and should not be considered as a"park amenity."
Qur Block Club represents 70 homes within a block of the proposed paved pedestrian path for Battle
Creek open space beiween Ruth and MeKnight; and we are thankful for the opportunity to comment
on this important project which di ctly affects the safety and value of our immediate neighborhood.

Afton-Winthrop Block Club have both reviewed the Project and recommend
approval, and
WAEREAS, the City of Saint Paul Division o£ Parks and Recreation and
Department of Public Works have reviewed the Project and recommend approval,
and
WHEREAS, the Ramsey County Board of Commissioners has reviewed and
approved the Project,
NOW THEREFORE BE IT RESOLVED, that the Ramsey County trail improvement
project known as the Battle Cxeek Bikeway is hereby approved by the Council o£
the City of Saint Paul, and
FURTHER RESOLVED, that the Gouncil of the City of Saint Paul expresses
its appreciation to Ramsey County for undertaking this worthwhile project.

The Ramsey County Parks and Recreation Department proposes to
complete the trail system along the creek in Battle Creek Regional
Park. Currently, the trail has a 1-mile gap between Upper Afton Road
and McKnight Road. Downstream oi Upper Afton Road the existing trail
continues to Hwy. 61 and on to Fish Hatchery Lake and Indian Mounds
Park. Completion of the Warner Road trail wi11 extend the trail to
downtown. The enclosed maps show the location of the proposed trail.
The plan was presented to the District 1 Community Council on April 1.
Adjacent residents were notified by letter and a general announcement
was in the March District 1 News. The response at the meeting was `,
supportive of the trail and the Community Council voted to apprave the
plan. (See enclosed letter dated S/28/96.} The Larry Ho - Ruth -
Upper Afton - Winthrop Block C1ub also considered the trail at its
April 9th meeting and voted to support the project. (See enclosed
letter.) Their suggestions for the crossing between Winthrop Street
and Battle Creek Middle School will be included.
I request your support and assistance in bringing this plan to the
City Council for approval. Please let me know if you need any further
information.

At its April 9, 1996 meeting, the "Larry Ho - Rufh - Upper Afton - Winfhrop Block Club" voted

Guerin, and the District One Community Council that the Block Club:
Supports the installatian of paved paths and bridges and an undezpass at Upper Afton, as the
proposed improvements wi11 make the passive park more user-fziendly, accessible, and safer.
Requests that the alignment of the pathway to the pedestrian bridge crossing to Battle Creek hliddle
School be changed at its Larry Ho Drive side. It is requested that the access path on the south side of
�he creek le�ding.to.a aew bridge (to be iocated slig:�ity �e4vnstream from the existing bridge) b�
directly al�gned with the center of V,%inth:op Street extended. This request to realign the important
entrance to the crossing is made for �hree reasons:

location •,uould discourage children from walking up the middIe of the private backyards
hetween Nelson and Winthrop.
2) The grade would be less steep than its current location halfway between Winthrcp and
Nelson. A more gentle grade will be safer iri the icy winter, when the passage is used daily
by hundreds of school children, and will be safer for bikers, rollerbladers, and handicap
ind:vidaals.
3) It would "disrupt" a more secluded part of the park where there has tieen a significant
number of incidents of drug usage and disruptive, after-hours behavior:
ltequests that a"safetylstreet" light be instailed at the bridge location, as this pedestrian walkway
from Larry Ho to North Park Drive, to access the school, is the only crossing between h4cKnight
Rd, and Rutl: St. And, being that it is in a sec3uded park, in a a lly below street grade, this request
is to address a public access safety concern, and should not be considered as a"park amenity."
Qur Block Club represents 70 homes within a block of the proposed paved pedestrian path for Battle
Creek open space beiween Ruth and MeKnight; and we are thankful for the opportunity to comment
on this important project which di ctly affects the safety and value of our immediate neighborhood.
