97-531Council File # C�s � 7 � Green Sheet # ��.� OF SAI Presented Referred NESOTA Committee: Date OPPO5ING ARTICLS 11� SECTION 35 OF S.F. �`493 1 WAEREAS, the Culwral STAR Program is funded with ten percent of an addifional one-half of one percent sales taac on 2 sales transactions that occur within the City of Saint Paul, pursuant to Minnesota Statutes, Chapter 297A, authorized by 3 the State of Minnesota, cl�apter No. 375, article 9, section 46; and 4 5 WHEREAS, on July 13, 1994, the City Council of the City of Saint Paul established the G�iltural Capital Invesunent 6 (Cultural STAR) Program, C.F. 941005, allocafing 75% of the Cultural STAR funds to projects within the cultural 7 disuict, and allowing up to 25% of the Cultural STAR funds to be allocated outside of the cultural district; and 8 9 WHEREAS, after an open and inclusive public process, the City Council adopted guidelines for the Cultural STAR 10 Program on May 3, 1995, C.F. 95-442, which establishes program priorities and defines eligible applicants and eligible 11 activi6es wirich focus on enhancing and suppor6ng the cultural district as a visitor attracfion; and 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 WHEREAS, the City of Saint Paul remains committed to using an open and inclusive public process for evaluaring, modi£ying, and improving ffie Cultural STAR Program which will respond to expressed concerns and groposed modifications of the Saint Paul legislative delegation, Ciry of Saint Paul elected officials, cultural organizarions, and the generalpublic;and WHEREAS, the proposed State of Minnesota S.F. #493, ardcle 11, secflon 35, would, without benefit of review by the City of 5aint Paul, all the effected cultural organizations, or the general public, inciease the allocation of Culhual STAR funds from 75� to 80% within the culhual district and limit use of this portion of the funds exclusively to nonprofit arts organizafions, libraries, and museums, and would decrease the allocation of Cultural STAR funds to be used outside the cultural district from a maacimum of 25% to 20% for use by nonprofit arts organizations, libraries, and museums and would add businesses, within the cultural district which enhance visitor enjoyment of the district, as an eli�ble applicant for tlils 20% of the fund, _ TFIEREFORE BE IT RFSOLVED, that the City Council of the City of Saint Paul, opposes article 11, secflon 35, of S.F. #493 and directs intergovernmental rela6ons staff to work with Saint Paul legislators and other appropriate legislators to heip preserve an open ptocess for reviewing changes to the Cultural STAR Program.
