Whereas, the City of Saint Paul is committed to achieving equal opportunity and diversity through its purchase
of goods and services; and
Whereas, the City has identified an opportunity to improve its achievement of those goals through its
processes for awarding contracts for professional services; and
Whereas, the Department of Technoiogy and Management Services is responsible for overseeing the purchase
of goods and services and for managing the City's targeted vendot program; and
(
Whereas, the Department of Human Rights is responsible for ensuring that all CiTy contracts having a value of
$50,000 or more are awarded to vendors who have in place and are achieving affirmative action goals with
respect to their workforces; and
Whereas, each City department and office is accountable for working with the Departments of Technology and
Ma�agement Services and Human Rights to ensure that City professional services contracts are as inclusive as
possible for businesses that are owned, operated and staffed by women, minorities and persons with
disabilities; now, therefore, be it

Resolved, that beJinning 3cr�e�, 1997, each City department and office wili develop a list of its anticipated
professional service contracting needs for that year and submit this list to the Departments of Technology and
Management Services and Human Rights. Thereafter, such lists of potential contracts shall be submitted no
later than December 31 of each year; and, be it
Further resolved, that the Department of Technology and Management Services will work with each
department and office to identify potential service providers, particularly firms owned by women, minorities
and persons with disabilities and set goals for participation in those contracting opportunities, based upon the
auailability of such vendors; and, be it
Further resolved, that the Department of Human Rights will work with each department and office to ensure
that pro�erv'sces contracts comply fully with the City's Affirmative Action policies and to set goals for
wot�'orce partic ation in those contracting opportunities; and, be it
