WHEREAS, the U.S. National Climate Change Action Plan seeks voluntary greenhouse gas
reductions to enable the United States to stabilize its greenhouse gas emissions at 19901evels by
the year 2000; and
WHEREAS, energy consumption, specifically the burning of fossil fuels, e.g.: coa1, oil and
gas, account for more than 85% of U. S. greenhouse gas emissions; and
WHEREAS, local governments greatly influence their community's energy usage by
exercising key powers over such activities as transportation, building construction and waste
management and, thus, have the ability to play an important role in reducing greenhouse gas
emissions; and
WHEREAS, local government actions that promote energy efficiency provide multiple local
benefits by decreasing air pollution, creating jobs, reducing energy expenditures, and saving
money for the City govemment, its businesses and its citizens; and
WHEREAS, local government, working with businesses to increase the energy efficiency of
their operations, provides benefits not only to the individual business, but also to the local
community; and
WHEREAS, the Cities for Climate Protection Campaign, sponsored by the International
Council for Local Environmental Initiatives, with support from the U.S. Environmental Protection
Agency, offers the City of Saint Paul information and assistance on developing a local action plan
with actions and measures that will achieve greenhouse gas emissions reduction.

This city has, for several years, been undertaking efforts to reduce greenhouse gas
emissions resultiing from its operations. Saint Paul is also working towards resolving
transit and parking-related challenges for its employees and the employees and commuters
who go to downtown businesses.

Acceptance of this $42,000 grant will assisY the city in developing a vehicle trip reduction
project for city employees and will also assist the city to recruit private sector companies
to the EPA/DOE Climte Wise Program. Such action will reduce greenhouse gas emissions.
