11 �HEREAS, the Saint Paul City Council (hereinafter
12 environmental stewazds and saue taxpayexs money b!
13 efficient; and �
14 WHEREAS, the City Council desires to have
15 at no out-of-pocket cost to the city ta�cpayers;
to as the "City Council") desires to be good
city facilities more energy and operationally
and operational audits completed of its buikding facilities
16 WHEREAS, the City Council wishes to fm ce any energy and operational efficiency improvements out of
17 actual energy and operational savings cre ed by the improvements without relying on the issuance of bonds or
18 incurring additional costs or tax increa , and
19 WI�REAS, Minnesota Statutes, Se ion 471.345 allows cities to enter into a guazanteed energy savings
20 performance contract with a busin s based on experience and ability to perform without the competitive
21 bidding requirements under any , te or local law if the business will guazantee energy sauings to the city; and
22 WHEREAS, NorAm Energy
23 counhy warking with local,�
24 contracts; and �
it, Inc. ("NorAm") has experience in Minnesota and throughout the
and businesses implementing such guaranteed energy savings
25 WHEREAS, the City�ouncil desires to authorize NorAm to work with city staff on a"Pilot Project" basis to
26 conduct energy and aperational audits of certain city facilities and to present a proposal for a customized
27 program to saue o erational and energy costs for Saint Paul with facility improvements to be self-financed
28 through a guaz eed energy savings contract; and
29 WHEREAS,�NorAm would conduct preliminary feasibility survey studies of several city facilities on a"Pilot
30 Pro}ect" basis as recommended by city staff, including, but not limited to, the Como Zoo and Conservatory
