Attached Resolution on MSA Changes
The attached resolution makes a number of changes in Saint Paul's Municipal State
Aid (MSA) route designations. Most of the changes contained in the resolution are the
result of implementing a 10 year agreement with Ramsey County on the transfer of
jurisdiction of roadways. The last 12 are proposed additions of approximately 6.38
miles to our system to bring Saini Paul up to the number of miles we are entitled to
have designated as MSA routes. It is important for Saint Paul to be as close to the
maximum designation as possible as each mile translates to approximately $30,000
of annual funding to the city.
The annual deadline for making changes to the MSA system is May 1, so a Council
decision for 1997 has to be made at your meeting on April 30. Public Works staff have
reviewed these proposed changes and have achieved a verbal approval by MnDOT
staff as fitting within the state criteria for designating MSA routes. I assure you future
year route changes will be presented to you in a more timely manner.
