This is an e�riting triplex and it has never been a problem in the past. Pat Fish, Fire Prevention, reported that peopie tend to use extension cords that they run from eacisring outlets in other rooms. VJfien the house was built, there wasa't the demand for this type of ouflet. In January of 1993, the properry maintenance code for the city required that all bathrooms have ground fault ouUets. Mr. Strathman stated he understood the cost involved but eventually the outlets would have to be instalIed. He recommended granting a variance for five years. � � _,�� �� No one appeared. Mr. Strathman stated that the propezry owner, Johnnie Brown, called and said he would not be � attending the heariug. Mr. Bmwn is appealing the vacant buiiding registration fee because the $200 is needed for the restoration of the house. He is presenfly laid off work and doesn't have the funds. The city inspector reported that the property is in much disrepair and needs a lot more work done than $200. The properry was condemned on January 14,1997, and the inspector wanted it vacated at the sazne time. There have been police problems, drug problems, and sanitation problems. Mr. Strathman recommended denial of the appeal. 53 N. Dale 7eanette Kamman, properry owner, appeazed and stated that she is appealing the fact that her property rights aze being put aside. She does not claim a HUll house; it was removed from the HUD list and put on the market. No one lives at the property; it is being used as a library. Carolyn Shepazd, i'ublic Health, reported that the property was condemned in April of 1991. The vacant building file was opened in November of 1941. When Jeanette Kamman purchased the property from HIJD in October of 1992, she paid the vacant building fee as part of the closing cost. Her failure to pay the fee the following year resulted in a citation in November of 1443 and the fee was paid after a irial in February of 1994. Ms. Kamman has paid the fee in the consecutive years since then until this year. The zoning office noti&ed her that the property is q� - ��50 not zaned properly for a library. If the work on the code compliance list were completed, the certificate of occupancy could be issued. Mr. Strathman stated that the $200 vacant buiiding fee will have to be paid or the building must be brought up to code. It appears to be much more economicat to pay the $200 fee and recommended denial of the appeal.
