Please take notice that a hearing concerning the above-named
establishment has been scheduled for 4:30 p.m., Wednssday, April
23, 1997 in the City Council Chambers, Third Floor, Saint Paul City
Hall and Ramsey County Courthouse.
Enclosed are copies of the proposed resolution and other documents
which will be presented to the City Council for their
consideration. This is an uncontested hearing, in that the facts
contained in the report concerning the unlawful sale of alcohol
have not been disputed. You will have an opportunity at the
Council hearing to present oral and/or written remarks as to the
penalty, if any, to be imposed. The recommendation of the license
office will be for a one day suspension of the licenses.

Dear SirjMadam:
The Director of the Ofiice of License, Inspections and
Environmental Protection will recommend that adverse action be
taken against your licenses based on the following information:
4n January 20, 1997 a 19-year old female ordered a bottle
of Bud Light beer from a waitress, Raren Jorgeasen, and
was served. The 19-year old had presented a Wisconain ID,
showing her correct age, in order to enter the bar. The
waitress told the police officers who talked to her about
the sale that it was the reaponsibility of the bouncers
ta check her ID before allowing her to enter.
If you do not dispute that the above facts, please send me a letter
so that the matter can be scheduled before the City council for a
hearing on what penalty, if any, to impose. You will be allawed to
speak on your behalf at that hearing.
If you believe that the facts stated above are in error, you are
entitled to an evidentiary hearing before an administrative law
judqe. In that event, you would receive a notice of hearing, with
the date, time and place of the hearing and the name of the
administrative law judge.

was again conducting 18-21 Night oa Monday Nights. We found that they were not
allowing anyone in with out an ID. A.D. did not present an ID and H.N. did. H.N.
Presented her SD showing her age as 19. They were both allowed in however A.D.

While assisting Sergeant Wacnal and Sergeant Schaub on a vice
detail, I(Officer :arper) observed a waitress bring a bottle of
beer to an underage decoy in �melias night clun.
I entered the night club before the decoy arrived. I ordered one
drink and sat at tne bar. The decoy entered the bar and
eventually sat at a table in �he S/E corner with three males. S
sat at a table next to tnem. The males had bottles and olastic
cups on the table in =ront of them, but the decoy didn't.
I(Harper} saw a white female, anproximately 5`8",wearing a black
sweater and carrying a servir_g tray approach the table the decoy
and three men where at. This white female was the only waitres I
saw working in the area o£ the club that we were sitting in. I
couldn't hear their cenversation. The waitress walked away, then
returned with a botble of beer. It appeared that one of the
males at the table paid for t'.^e beer, but the underage decoy was
given the beer. Shortly aft�r the decoy walked out of the bar
she told me that one of the males had offered to sell her
marijuana. I knew which person she was talking about, so I later
arrested him after l:e sold marijuana to me. See CI3 #97-009-325

Please take notice that a hearing concerning the above-named
establishment has been scheduled for 4:30 p.m., Wednssday, April
23, 1997 in the City Council Chambers, Third Floor, Saint Paul City
Hall and Ramsey County Courthouse.
Enclosed are copies of the proposed resolution and other documents
which will be presented to the City Council for their
consideration. This is an uncontested hearing, in that the facts
contained in the report concerning the unlawful sale of alcohol
have not been disputed. You will have an opportunity at the
Council hearing to present oral and/or written remarks as to the
penalty, if any, to be imposed. The recommendation of the license
office will be for a one day suspension of the licenses.

Dear SirjMadam:
The Director of the Ofiice of License, Inspections and
Environmental Protection will recommend that adverse action be
taken against your licenses based on the following information:
4n January 20, 1997 a 19-year old female ordered a bottle
of Bud Light beer from a waitress, Raren Jorgeasen, and
was served. The 19-year old had presented a Wisconain ID,
showing her correct age, in order to enter the bar. The
waitress told the police officers who talked to her about
the sale that it was the reaponsibility of the bouncers
ta check her ID before allowing her to enter.
If you do not dispute that the above facts, please send me a letter
so that the matter can be scheduled before the City council for a
hearing on what penalty, if any, to impose. You will be allawed to
speak on your behalf at that hearing.
If you believe that the facts stated above are in error, you are
entitled to an evidentiary hearing before an administrative law
judqe. In that event, you would receive a notice of hearing, with
the date, time and place of the hearing and the name of the
administrative law judge.

While assisting Sergeant Wacnal and Sergeant Schaub on a vice
detail, I(Officer :arper) observed a waitress bring a bottle of
beer to an underage decoy in �melias night clun.
I entered the night club before the decoy arrived. I ordered one
drink and sat at tne bar. The decoy entered the bar and
eventually sat at a table in �he S/E corner with three males. S
sat at a table next to tnem. The males had bottles and olastic
cups on the table in =ront of them, but the decoy didn't.
I(Harper} saw a white female, anproximately 5`8",wearing a black
sweater and carrying a servir_g tray approach the table the decoy
and three men where at. This white female was the only waitres I
saw working in the area o£ the club that we were sitting in. I
couldn't hear their cenversation. The waitress walked away, then
returned with a botble of beer. It appeared that one of the
males at the table paid for t'.^e beer, but the underage decoy was
given the beer. Shortly aft�r the decoy walked out of the bar
she told me that one of the males had offered to sell her
marijuana. I knew which person she was talking about, so I later
arrested him after l:e sold marijuana to me. See CI3 #97-009-325

establishment has been scheduled for 4:30 p.m., Wednssday, April
23, 1997 in the City Council Chambers, Third Floor, Saint Paul City
Hall and Ramsey County Courthouse.
Enclosed are copies of the proposed resolution and other documents
which will be presented to the City Council for their
consideration. This is an uncontested hearing, in that the facts
contained in the report concerning the unlawful sale of alcohol
have not been disputed. You will have an opportunity at the
Council hearing to present oral and/or written remarks as to the
penalty, if any, to be imposed. The recommendation of the license
office will be for a one day suspension of the licenses.

The Director of the Ofiice of License, Inspections and
Environmental Protection will recommend that adverse action be
taken against your licenses based on the following information:
4n January 20, 1997 a 19-year old female ordered a bottle
of Bud Light beer from a waitress, Raren Jorgeasen, and
was served. The 19-year old had presented a Wisconain ID,
showing her correct age, in order to enter the bar. The
waitress told the police officers who talked to her about
the sale that it was the reaponsibility of the bouncers
ta check her ID before allowing her to enter.
If you do not dispute that the above facts, please send me a letter
so that the matter can be scheduled before the City council for a
hearing on what penalty, if any, to impose. You will be allawed to
speak on your behalf at that hearing.
If you believe that the facts stated above are in error, you are
entitled to an evidentiary hearing before an administrative law
judqe. In that event, you would receive a notice of hearing, with
the date, time and place of the hearing and the name of the
administrative law judge.

While assisting Sergeant Wacnal and Sergeant Schaub on a vice
detail, I(Officer :arper) observed a waitress bring a bottle of
beer to an underage decoy in �melias night clun.
I entered the night club before the decoy arrived. I ordered one
drink and sat at tne bar. The decoy entered the bar and
eventually sat at a table in �he S/E corner with three males. S
sat at a table next to tnem. The males had bottles and olastic
cups on the table in =ront of them, but the decoy didn't.
I(Harper} saw a white female, anproximately 5`8",wearing a black
sweater and carrying a servir_g tray approach the table the decoy
and three men where at. This white female was the only waitres I
saw working in the area o£ the club that we were sitting in. I
couldn't hear their cenversation. The waitress walked away, then
returned with a botble of beer. It appeared that one of the
males at the table paid for t'.^e beer, but the underage decoy was
given the beer. Shortly aft�r the decoy walked out of the bar
she told me that one of the males had offered to sell her
marijuana. I knew which person she was talking about, so I later
arrested him after l:e sold marijuana to me. See CI3 #97-009-325
