97-4291 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 � ;� �- � � . �: � Presented Hy Referred To OF RESOLUTION Council File Green Sheet NESOTA Committee: Date #�9 # 9 5 �7 WHEREAS, nn Septem6er 28,1994, the City Coancil of the City of Saint Paul established the Neighborhood Sales Tax Revitalization (STAR) Program, C.F. 94-1127; and WH�REAS, the Neighborhood STAR Program is funded with fifty percent of an additional one-half of one percent sales taa on sales transacfions that occur within the city, pnrsnant to Minnesota Statntes, chapter 297A, authorized by the State oF Minnesota, Chapter No. 375, Sec.A6; and WHEREAS, the purpose of the Neighborhood STAR Program is to fund capital improvements to further residenrial, commerciat and economic development in the neighborhoods of St. Paul; and WAEREAS, the Department of Planning and Economic Development (PED), in the third cycle, has received thirteen (13) applicarions to the Small STAR Grant Program, a component of the Neighborhood STAR Program; and WFf�REAS, PED, the Neighborhood STAR Board, and the Mayor have evalnated the thirteen applications and forwarded their recommendations to the City Council; and WIIEREAS, the Neighborhood STAR Board recommends fanding for ten (10) Small Grant proposals; and WHEREAS, the STAR Board recommends the remaining three (3) proposals be laid over nntil the Jnne board meeting pending answers to board concerns; and WHEREAS, the 5TAR Board recommends that any balance of Small Grant funds following any recommendations at the June 6oard meeting be added to the grant funds available for the large Neighborhood STAR Program ; and WI3�+REA5, approval of projects at this point means the projects have four months to secure private match commitments and work with PED and uther city depariments to develap implementation agreements; and WHEREAS, should an entity not comply with stipulaHons and other requirements and is not under contract within the four-month period follow'sng City Council approval, that entity will not 6e funded and the funds will be returned to the STAR Small Grant poot for future funding; and WI�REAS, any STAR funds returned during or following the period an entity is under contract to the City will revolve back to the STAR bndget to be nsed for the neat funding cycle; and WHEREAS, the Mayor, pursuant to Section 10.07.1 of the City Charter, recommends changes to the 1997 budget as listed in this resolurion; and WI�REAS, STAR staff request an extension of the loan deferral period for current revolving loan programs to September 1, 1997 with the first payment due on October 1, 1997. The recommendations are for projects and programs that will improve Saint Pauf neighborhoods, including playground and park development, housing, and business facade improvements. The fiunding recommendations before you are based upon a participatory selection process that includes review by the Neighborhood STAR Board, and Department of Planning and Economic Development staff. This Neighborhood STAR Program cycle included a total of 13 applications. The recommendations are for projects and programs that will improve Saint Pauf neighborhoods, including playground and park development, housing, and business facade improvements. The fiunding recommendations before you are based upon a participatory selection process that includes review by the Neighborhood STAR Board, and Department of Planning and Economic Development staff. This Neighborhood STAR Program cycle included a total of 13 applications.
