That a permanent utility easement shall be retained within the vacated area to to protect the interest of Northern States Power Company. �y� That any landscaping andlor grading of the vacated area is subject review and approval by Northern States Power Company, the Ciry of Saint Paul Zoning Admuustrator and the Ciry of Saint Paul Parks and Recreation Department. That the existing bollards delineating the boundaries of Taylor Park muust remain in place. That a 15 foot boulevard must be retained at the end of improved Howard Street. 24 6.
