It is acknowledged by the City and PEA that Ms. Doris Qunui has faithfully served the City as a certified public employee since June of 1978. In reliance on Ms. Quinn's info .r,.atcn regarding her r.ledical status, it is further aclrnowledged by the City and PEA that Ms. Quivn has had four (4) surgeries in the past three (3) years which included two surgeries for cancer and related health problems directly attxibutable to her cancer. These serious medical conditions are likely to either cause the need for early retirement for Ms. Doris Quinn or substantial use of sick leaue requiiing the City to train and staff another employee during any such sick leave caused by Ms. Quinn's health condition. Finally, it is acknowledged that PEA's current collective bargaining agreement with the City would require Ms. Doris Quinn to work through May of 1998 before she qualified under Article 14, section 9 for early retirement benefits. Therefore, PEA and the City have agreed to a reasonable accommodation in allowing Ms. Doris Quinn the option of an early retirement with early retirement insurance benefits pursuant to the terms below: Ms. Doris Quinn will be given the option of exercising her early retirement option in May of 1997 under the terms and conditions set forth in Article 14, section 10 of the 1992-1993 collective bazgaining agreement between the City and PEA. The qualifying language in the 1994-1996 Agreement under Atticle 14, section 10(1) referencing twenty-five years (25) years of service will not agpiy Ye ys. Lar.s Quin.n's early ret±rement accommodation. The City agrees to provide those retiree health and life insurance benefits the Ciry was obligated to provide under Article 14, section 10 of the 1992-1993 collective bargaining agreement to Ms. Quinn as an accommodation to her early retirement option. Specifically, the City agrees that as of May 1997, Ms. Quinn will have a combination of 81 yeazs in totaling her age and yeazs of service. This eligibility factor will require the City to contribute 75% of Ms. Qttinn's single or family coverage until she reaches the age of sixty-five. The City also agrees to contribute the cost for $5,000 of life insurance coverage for Ms. Doris Quinn for such early retirement until she reaches the age of sixty- five (65) at which time the life insurance coverage shall temiinate. 9-33 The City and PEA further agree that the regular retiree health insurance benefits applicable to Ms. Doris Quinn upon the reaching of age sixty-five (b5) will be pursuant to and in compliance with the regular retiree health insurance benefit terms and conditions of the Agreement applicable at the time of Ms. Quinn's actual retirement date from the City. The parties agree that tYris Amendment acts only as an Amendment to the Agreement as it relates to the above-referenced issues. In all other respects, the Agreement shall remain in full force and effect. CITY OF SAINT PAUL Mary . Kearney Director of Labor Relations Approved as to form: ` 7ohn B.
