97-322Council File # ��a Presented Refened To MINNESOTA i WHEREAS, an initiative is underway to enhance and improve the entrance to Saint Paul from State Highway 2 5f West 7th Street to T-35B, called the "Gateway Proj ecP'; and 3 WI IEREAS, area businesses, residents and the following community and business groups have been meeting to plan 4 unprovements to the entrance, with assistance from the Mimiesota Deparixnent of Transportation and the Saint Paul 5 Aepartment of Public Works: the Highland Area Community Council (District 15), Fort Road Federation (District 6 9), Capitol River Council (District 17), West End Business and Professional Association, Saint Paul Convention 7 and Visitors Bureau, and the Capital City Partnership; and 8 WFIEREAS, the Saint Pau1 City Council recognizes that many visitors enter the Saint Paul from Highway 5/West 9 7th Street, making it an important entrance to the city and a point of first impression to many visitors and residents; 10 and 11 WHEREAS, the City Council recognizes that the speed of vekucular traffic is of concern in this community and 12 would like to see the speed limits reduced and a traffic calming plan implemented; and 13 WHEREAS, the following improvements have been discussed by the group: 14 • landscaping, including repiacement of boulevazd trees, the addition of native trees, shrubs and perennials 15 to the right of ways; and adding other traffic calming measures to reduce the speed of traffic; 16 • replacing e�cisfing street lighfing with lantern lighting; 17 • creating an appealing entrance sign to Saint Paul; and 18 • placement of signs directing visitors to public buildings, such as the State Capitol, the Minnesota History 19 Center, the Science Museuxn and the Children's Museum; now therefore be it 4�-3Z2 i RESOLVED, thaC the Saint Paul City Council supports the efforts of the "Gateway Project" group and that the City 2 of Saint Paul fully supports House File 1672 and requests that it be fully funded.
