WHEREAS, The Saint Paul Port Authoriry has submitted the attached preliminary and final plat for City
Council approval; and
9 WHEREAS, the appropriate city departrnents ha�e reviewed the preliminary and final plat and found it
10 meets the requirements of Chapter 67 of the Zoning Code; and

12 WHEREAS, notice of the public hearing before the City Council were mailed to each owner of affected
13 property and property situated wholly or partly within 350 feet of the subject property; and

15 WHEREAS, a public hearing before the City Council was held Febntary 26, 1997 at which all interested
16 parties were heard, the Council hauing considered all the facts and recommendafions concerning the plat;

18 NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves the attached
19 preliminary and final plat for Arlington Industrial Pazk Addition.

The Saint Paul Port Authority has submitted an application for preliminary and final plat approval for a
five Iot subdivision for deve(opment as new industrial buitding sites. The plat also dedicates a new
public ri�ht-of-way to be known as L'Orient StreeL This application meets all subdivision requirements
and staff recommends approval of the preliminary and final plat application.

A. PURPOSE: To consider a preliminary and final plat request by the Saint
Paul Port Authority for a new five lot industrial development known as
Arlington Industrial Park. The new plat will consist of 5 building lots,
10 outlots, and a new public right-of-way to be known as L'Orient Avenue.
This preliminary and final plat is required to allow the recording of the
subdivision and the dedication of Che new L'Orient Avenue public right-of-
way.
B. S�ITE & AREA CONDITIONS: The site is currently vacant. The property is
zoned I-1 (industrial) which allows industrial park types of uses. The
L'Orient right-of-way has been improved and currently in use. Access to
the site is from either Arlington or Maryland Avenue.
C. BACKGROIIND: The Arlington Industrial Park site is currently vacant. Prior
to the Port Authority acquiring the property, most of the property was
vacant except for the portion of property along Arlington Avenue which was
occupied by Bauer Bros. Salvage and Wilson Auto. On January 8, 1997 the
City Council approved the rezoning of an approximate 5,000 square foot
portion of property located at the gaCeway bike trail and I-35E from B-2
commercial to I-1 industrial. The rezoning allowed the entire industrial
park to be under the same I-1 zoning classification. On May 10, 1996 the
Planning Commission approved a special condition use permit to allow the
filling of 0.5 acres of wetland to allow the building of cuzrent L'Orient
Street. Outlots A, and F are to be dedicated to the water department
for utility righC-of-way. Outlot B will be dedicated to Advance Shoring
Company for access to L'Orient Street. Outlots C, E, G, and H are to be
dedicated as part of the Gateway Bike Trail. Outlots D and I are to be
dedicated for wetland areas currently on the site. Outlot J is excess land
and is to be attached to a adjoining property.

City staff have reviewed the proposed preliminary and final plat and
determined that iC meets all reguirements and standards of the City.
2. The proposed subdivision will not be detrimental to the present and
potential surrounding lan@ uses.
The property can be developed with uses compatible to the area.
3. The area surrounding the subdivision can Be planned and developed in
coordination and compatibility with the proposed subdivision.
The surrounding area and the area of the proposed preliminary and final
plat are compatible with respect to land uses.
4. The subdivision is in conformance with the Comprehensive PZan.
The property is in compliance with the comprehensive plan fos' this area of
the City.
5. The subdivision preserves and incorporates the &ite's important
existing natural features, whenever possible.
Existing natural features have been preserved where possible in the plat.
6. All land intended for building sites can be used safeZy without
endangering the residents by pezil from floods, erosion,
continuously high water table, severe soil conditions or other
menace.
The land can be safely developed.
7. The subdivision can be economically served with public facilities
and services.
The property is served by public facilities and services.
8. STAFF RECOE4dgNDATION: Based on the above findings, staff recommends
approval of the preliminary and final plat of Arlington Industrial Park
Addition by the Saint Paul Port Authority.

WHEREAS, The Saint Paul Port Authoriry has submitted the attached preliminary and final plat for City
Council approval; and

A. PURPOSE: To consider a preliminary and final plat request by the Saint
Paul Port Authority for a new five lot industrial development known as
Arlington Industrial Park. The new plat will consist of 5 building lots,
10 outlots, and a new public right-of-way to be known as L'Orient Avenue.
This preliminary and final plat is required to allow the recording of the
subdivision and the dedication of Che new L'Orient Avenue public right-of-
way.
B. S�ITE & AREA CONDITIONS: The site is currently vacant. The property is
zoned I-1 (industrial) which allows industrial park types of uses. The
L'Orient right-of-way has been improved and currently in use. Access to
the site is from either Arlington or Maryland Avenue.
C. BACKGROIIND: The Arlington Industrial Park site is currently vacant. Prior
to the Port Authority acquiring the property, most of the property was
vacant except for the portion of property along Arlington Avenue which was
occupied by Bauer Bros. Salvage and Wilson Auto. On January 8, 1997 the
City Council approved the rezoning of an approximate 5,000 square foot
portion of property located at the gaCeway bike trail and I-35E from B-2
commercial to I-1 industrial. The rezoning allowed the entire industrial
park to be under the same I-1 zoning classification. On May 10, 1996 the
Planning Commission approved a special condition use permit to allow the
filling of 0.5 acres of wetland to allow the building of cuzrent L'Orient
Street. Outlots A, and F are to be dedicated to the water department
for utility righC-of-way. Outlot B will be dedicated to Advance Shoring
Company for access to L'Orient Street. Outlots C, E, G, and H are to be
dedicated as part of the Gateway Bike Trail. Outlots D and I are to be
dedicated for wetland areas currently on the site. Outlot J is excess land
and is to be attached to a adjoining property.

City staff have reviewed the proposed preliminary and final plat and
determined that iC meets all reguirements and standards of the City.
2. The proposed subdivision will not be detrimental to the present and
potential surrounding lan@ uses.
The property can be developed with uses compatible to the area.
3. The area surrounding the subdivision can Be planned and developed in
coordination and compatibility with the proposed subdivision.
The surrounding area and the area of the proposed preliminary and final
plat are compatible with respect to land uses.
4. The subdivision is in conformance with the Comprehensive PZan.
The property is in compliance with the comprehensive plan fos' this area of
the City.
5. The subdivision preserves and incorporates the &ite's important
existing natural features, whenever possible.
Existing natural features have been preserved where possible in the plat.
6. All land intended for building sites can be used safeZy without
endangering the residents by pezil from floods, erosion,
continuously high water table, severe soil conditions or other
menace.
The land can be safely developed.
7. The subdivision can be economically served with public facilities
and services.
The property is served by public facilities and services.
8. STAFF RECOE4dgNDATION: Based on the above findings, staff recommends
approval of the preliminary and final plat of Arlington Industrial Park
Addition by the Saint Paul Port Authority.

A. PURPOSE: To consider a preliminary and final plat request by the Saint
Paul Port Authority for a new five lot industrial development known as
Arlington Industrial Park. The new plat will consist of 5 building lots,
10 outlots, and a new public right-of-way to be known as L'Orient Avenue.
This preliminary and final plat is required to allow the recording of the
subdivision and the dedication of Che new L'Orient Avenue public right-of-
way.
B. S�ITE & AREA CONDITIONS: The site is currently vacant. The property is
zoned I-1 (industrial) which allows industrial park types of uses. The
L'Orient right-of-way has been improved and currently in use. Access to
the site is from either Arlington or Maryland Avenue.
C. BACKGROIIND: The Arlington Industrial Park site is currently vacant. Prior
to the Port Authority acquiring the property, most of the property was
vacant except for the portion of property along Arlington Avenue which was
occupied by Bauer Bros. Salvage and Wilson Auto. On January 8, 1997 the
City Council approved the rezoning of an approximate 5,000 square foot
portion of property located at the gaCeway bike trail and I-35E from B-2
commercial to I-1 industrial. The rezoning allowed the entire industrial
park to be under the same I-1 zoning classification. On May 10, 1996 the
Planning Commission approved a special condition use permit to allow the
filling of 0.5 acres of wetland to allow the building of cuzrent L'Orient
Street. Outlots A, and F are to be dedicated to the water department
for utility righC-of-way. Outlot B will be dedicated to Advance Shoring
Company for access to L'Orient Street. Outlots C, E, G, and H are to be
dedicated as part of the Gateway Bike Trail. Outlots D and I are to be
dedicated for wetland areas currently on the site. Outlot J is excess land
and is to be attached to a adjoining property.

City staff have reviewed the proposed preliminary and final plat and
determined that iC meets all reguirements and standards of the City.
2. The proposed subdivision will not be detrimental to the present and
potential surrounding lan@ uses.
The property can be developed with uses compatible to the area.
3. The area surrounding the subdivision can Be planned and developed in
coordination and compatibility with the proposed subdivision.
The surrounding area and the area of the proposed preliminary and final
plat are compatible with respect to land uses.
4. The subdivision is in conformance with the Comprehensive PZan.
The property is in compliance with the comprehensive plan fos' this area of
the City.
5. The subdivision preserves and incorporates the &ite's important
existing natural features, whenever possible.
Existing natural features have been preserved where possible in the plat.
6. All land intended for building sites can be used safeZy without
endangering the residents by pezil from floods, erosion,
continuously high water table, severe soil conditions or other
menace.
The land can be safely developed.
7. The subdivision can be economically served with public facilities
and services.
The property is served by public facilities and services.
8. STAFF RECOE4dgNDATION: Based on the above findings, staff recommends
approval of the preliminary and final plat of Arlington Industrial Park
Addition by the Saint Paul Port Authority.
