97-3�Ri�l�!�i� Presented By Referred To RESOLUTION Council File # `� � Green Sheet # 34509 INT PAUL, MINNESOTA Committee: Date 1 WHEREAS, the residents of the area adjacent to or near the College of St. Catherine 2 within the Macalester-Groveland District 14 Community Council have submitted a petition under 3 4 5 6 7 $ 9 10 li 12 13 14 15 i6 17 1$ 19 20 Legislative Code 168.03; and, WHEREAS, a parking study conducted in 1996 shows that those residentiaf areas are impacted by parking from students of St. Catherine's; and WNEREAS, the Council of the City of St. Paul has found that the creation of the St. Catherine's Permit Parking Area 12 caused an influx of student parking on the perimeter of the permit parking area, thereby creating the potential for future permit areas to be added; and, WHEREAS, the Public Works Division has received petitions signed by 60% of the property owners in these affected areas; and, WHEREAS, the Council of the City of Saint Paul finds that the residential area adjacent to the College of St. Catherine's does not have convenient off-street parking to attract the students from the residential areas. Zones will force students to park in the designated campus parking lots rather than in front of residents' homes all day. Consequently, students now park just outside of the zone. Now, residents have petitioned to basically enlarge the zone to include their residences in the permit parking zone. ADVANTAGESIFAPPROVED: Residents will be able to park in front of their homes if they purchase a$10 permit for their car. Also, residents will be able to have visitors and utility people park in front of their home rather than two blocks away. DISADVANTAGES IF APPROVED: Residents pay $10 for each permit, each year.
