1 WI�EREAS, downtown Saint Paul is an ideal locafion for a ton.maiuent-style soccer stad' due to its location in
2 the middle of the Metropolitan Atea, road access and other factors; and
3 WfIEREAS, the development of a soccer stadium could help revitalize downto aint Paul, lend momentum to
4 Riverfront development, and put Saint Paul squarely in the farefront of the explo ' g interest.in soccer in the United
5 States; and
6 WFIEREAS, the ownership and management of a stadium by the Civic C ter Authority would be consistent with
7 the Authority's overali purpose and maxim;�� public control and bene t from such a facility; and
8 WFIEREAS, a soccer stadium should be built only if it is absolut established that all the costs associated with
9 the construction and operation of such a facility can be paid by e revenues which it wouid generate; and
10 WfIEREAS, amendments to the Civic Center's statutory
11 construction and operation of such a facility, as well as t
appeaz to be necessary to enable to consider the
financing of its operation.
12 NOW, THERE�ORE, BE TT RESOLVED, that th City Council hereby authorizes and directs the City Attomey
13 and appropriate City staff, as weii as the Ciry's desi ted bond counsel, to prepare amendments to the Civic Center
14 Authority's statutory authority to enable it to co ct and operate a soccer stadiuxn in downtown Saint Paul, allow
15 the issuance of revenue bonds to pay for the co struction of such a facility, and to impose a ticket tax or surchazge
16 to provide funds for costs associated with ownership and operation of such a facility.
