1 WI�REAS, pedestrian safety is a growing concern in Saint Paul's neighborhoods with many injuries and deaths
2 occurring in recent yeazs; and
3 WF�REAS, pedestrians, including seniors and parents with young children, have continually expressed concerns
4 about the safety of signal-controlled intersections within Saint Paul; and
5 WHEREAS, state tr�c guidelines for pedestrian crossing at signal-controiled intersecfions require that cross traffic
6 be stopped for only enough time to a11ow pedestrians to reach the middle of the furthest lane of tr�c; and
7 WHEREAS, House File 1671, a bill that would change the state law to add to the time that cross tr�c is stopped
8 for pedestrians at signal-controiled intersections, was recently introduced in the Minnesota House of
9 Representatives; now, therefore, be it
10 RESOLVED, that the Saint Paul City Council supports the passage of H.F. 1671.

7 SeCtion 1. Minnesata Statutes 2996, section 159_06,
8 subdivision 6, 's amended to read:
9 Subd. 6. [PEDESTRIAN CONTROL SIGNAL5.j Whenevet special
10 pedestrian-cont ol signals exhibiti»g the words "Walk" or "Don't
li Walk" ate in pl ce such signals shall indicate as follows:
lZ (a) "Wa1k" fldshing or steady. Pedest=ians £acing such
13 signals may pzo�eed aczoss the roadway in th¢ direction of the

14 signal. I
15 (b) "DOn't Welk", f2ashing or steady. No pedestrian shall
16 start to cross he roadway in the direction of such signals, but
11 any pedestrian ho has partially crossed on the "Ralk" signal
_ 18 shall proceed to a sidewalk oz safety island while the "Don't
19 Walk" signa2 is showing.
20 {c) A pedestrian czossing a roadway in conformity with this
21 section is lawfully within the intersection and, when in a
22 crosscaalk, is lawfully withiq the ctosswalk.
