RESOLVED, that the Council of the City of Saint Paul, pursuant to Section 2.05 of
the Saint Paul City Charter, does hereby elect and appoint Gladys Morton as a city
councilmember (1) to fill the vacancy created by the resignation of former councilmember
Mark Mauer, and (2) to serve in such position for the remainder of the unexpired term of the
said former councilmember Mauer and until a successor is elected and qualified as provided
in said Section 2.05; and, be it
FURTHER RESOLVED, that this appointment is effective immediately following the
administra6on of the oath of office to Gladys Morton, as required by Section 17.03 of the
Saint Paul City Charter.

Laura 3elnick, attomey representing tenants Marion Brown, Mary Edwazds, Sherry Leck and Marschelle
Waits, appeazed. She stated that they had appeazed in Housing Court that morning and that all items had been
repaired with the exception oftwo items. She presented a copy of the Housing Court Order and indicated that
ifthe two *p�+a___�n�_ng items were not completed, they would appeaz again in Court on March i l. She requested
that the Housing Court action take precedence over ttus proceeding.
Gregg Johnson, property owner, appeared and stated tbat he had made all of the repairs, however, there were
permits which needed to be signed off by the city electrical inspector and a heating contractor.
Pat Fish, Fire Prevention, stated that the roof, which had been repaired, needed to be inspected and the permit
sigaed off. Also, the RHl report needed to be signed off by the heating contractor for repairs that were made
to the heating units and the pemvt for the electrical work which had been done needed to be signed off on.
She stated that the Court ordered her to submit a written report within seven days and if the work was all
completed, the hearing date scheduled for Mazch 11 would be canceled.
Mr. Strathman stated that since all of the work was ordered to be completed by March 11, and assuming that
it was comgleted by that date, the City Council would not need to take any action concerning this matter.
Therefore, he denied the appeal.
408 Leaington Parkway
Appeal was withdrawn by appellant.
568 Beaumont Street
Aibert Palumbo, property owner, appeazed and stated that he was in the process of making the repairs but
needed additional time to complete them. He believed that some of the items listed by the inspector as
needing repair were ea�aggerated. There was one window sczeen which needed to be installed and two cracked
windows which needed to be replaced. He was uncertain what would need to be done to provide fire
sepatation between the attached garage and the house. He intended to make some of the repairs himself and
would hire a contractor for some of the others. There was presently a tenant living in the house.
Mr. Strathman reviewed the records and stated that the order was for condemnation.
Dick Lippert, Public Health, stated that the building was originally condemned by Fire Prevention in July,
1996 and the condemnation order was still in effect. The owner was awaze of the condemnation, however,
he decided to zent the house in November, 1996. There was an ac6on pending in court against the owner.
He re-inspected the house after the tenanis moved in and many of the violations still had not been coaected.
The tenant had several small children and he believed the family was at a grave risk by remaining in the
building.
Mr. Palumbo stated that the house had been condemned by Pat Fish in July, 1996. She returned to the house
in OctQber, 1996 and he stated that she thought the house was fixed up and he requested that he be able to
