1 WHEREAS, a franchising authority must be certified by the Federal Communications Commission to regulate
2 these rates;
3 WIIEREAS, the City of Saint Paul is certified to regulate these rates;
4 WHEREAS, Continental Cablevision of Saint Faul, Inc. has requested an increase in basic cable rates from
5$6.70 per month to $6.82 per month;
6 WHEREAS, Continental Cablevision of Saint Paul, Inc. announced to the City on November 26,1996 its intent
7 to charge customers the increased rate as of 3anuary i, 1997 and filed a Form 1210 with the City;
8 WHEREAS, the City reviewed the Form 1210, and requested background information regarding the rate
9 increase and tolled the rates on December 23, 1996;
10 Wf�REAS, Continental Cablevision began charging cable customers the increased rate as of 3anuary 1, 1997;
i l WI�REAS, the Ciry received information and zequested additional informaflon from Continental Cablevision
12 of Saint Paul, Inc.;
13 WfIEREA5, the City is still in the process of reviewing that informatian and has not completed its review of
14 the basic rate increase;
15 NOW THEREFORE, BE IT RESOLVED, that the City of Saint Paul cancludes that there is question regazding
16 the reasonableness of the proposed rates;
17 AND THEREFORE, BE IT FURTHER RESOLVED that the City issues this accounting order to Continental
18 Cablevision of Saint Paul, Inc. and directs it to keep an accurate account of all amounts received by reason of
14 the proposed rates, so that it may make any required refunds upon final resolufion of the rate proceding before
20 the City.

Continental Cablevision of Saint Paul, Tnc, increased its basic rates as of January 1, 1997. The City has the authority to
regulate basic rates. The Office of Cable Communicafions fias been reviewing tfie rates and has not completed its
review. FCC rules require that the franchising authority issue an accounting order within 120 days of receiving the
proposed schedule of rates in order to be able to require refunds, should the franchising authority ultimately disapprove
the rates.
ADVANTAGES IFAPPROVED:
The City will preserve its ability to order subscriber refiutds for up to one yeaz should the rates be disapproved.
