1 WF3EREAS, The State of Minnesota Department of Natural Resources, Office of
2 Plamiing has funding available to increase and enhance outdoor recrealion facilities through the
3 Land & Water Conservation Fund, and
4 WI�REAS, the City of Saint Paul is an eligible applicant and desires to submit an
5 application for the Hazel Pazk Recreation Center Play Area renovation project;
6 NOW THEREFORE BE IT RESOLVED, that the City of Saint Paul act as legal sponsor
7 for the Aazel Park Recreation Center Play Area renovation project contained in the Outdoor
8 Recreation Grant Application to be submitted on Mazch 31, 1997 and that the Mayor and proper
9 city officials are hearby authorized to apply to the Department of Natural Resources for funding
10 of this project on behalf of the City of Saint Pau1, and
11 BE IT FURTHER RESOLVED, that the City of Saint Paul has the legal authority to
12 apply for financial assistance, and the institufional, managerial, and financial capability to ensure
13 adequate construction, operation, maintenance and replacement of the proposed project for its
14 design life, and
15 BE IT FURTHER RESOLVED, that the City of Saint Paul has not incurred any costs,
16 has not entered into any written agreements to purchase property, and
17 BE IT FURTHER RESOLVED, that the City of Saint Paul has not violated any Federal,
18 State, or Local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or
19 other unlawful or corrupt practice, and
2 o BE IT FURTHER RESOLVED, that upon approval of its application by the state, the
21 City of Saint Paul may enter into an agreement with the State of Minnesota for the above-
22 referenced project, and that the City of Saint Paul certifies that it will comply with a11 applicable
2 3 laws and regulations as stated in the contract agreement and described in the Comp]iances
24 section of the Outdoor Recreation Grant Program Application, and
