Please take notice that a hearing concerning the above-named
establishment has been scheduled for 4:30 p.m., Wednesday, March
5, 1997 in the City Council Chambers, Third Floor, Saint Paul City
Hall and Ramsey County Courthouse.
Enclosed are copies of the proposed resolution and other documents
which will be presented to the City Council for their
consideration. This is an uncontested hearing, in that the facts
contained in the report concerning the unlawful sale of alcohol
have not been disputed. You will have an opportunity at the

your licenses. The basis for the adverse action is
On November 25, 1996, a Saint Paul police officer entered
Tiffany's Bar at 2051 Ford Parkway with aa eighteen year
old female. They sat dowa at a table, and a waitress,
later ideatified as Valerie Chadwick, asked what they
would like from the bar. The 18-year old ordered a
Miller Genuine Draft and a Miller Lite. The waitress
returaed with the beers and accepted money from the
female without requesting aay ID. Chadwick later stated
that she did aot realize the female was uader age. This
sale is a violatioa of Sectioa 409.08 of the Saiat Paul
Legislative Code, as well as Mina. Stat. � 340A.503, and
constitutes grounda for adverse action against all the
licenses for the premises.
If you do not dispute that the above incident took place, I wi11
need a letter from you stating that you do not dispute the facts.
I will then have this matter scheduled before the City Council for
a hearing on what penalty, if any, to impose. You will be allowed
to speak on your behalf at that hearing.
On the other hand, if you dispute the above facts, I will schedule
an evidentiary hearing on the facts before an Administrative Law

Judge. In that event, you will receive a notice of hearing, so you
will know when and where to appear, and what the basis for the
hearing will be.
In either case, you should contact me within ten days from the date
of this letter. If I do not hear from you, I will schedule the
administrative hearing, and you may be held responsible for the
costs of the hearing if you do not then appear and contest the
facts. Please ca11 me or have your attorney call me at 266-8710 to
discuss the matter. •

above date.
I had Officer Chris Byrne go inside w an under a�ed female to attempt to have her served an alcoholic
beverage.
He had arranged to provide a signal to undercover officers to come intc the baz to confront the person
that sold the beverage to the under aged person.
Wt2en the signal was given, I, along r�•ith Ms. Kris Schweinler of LIEP went inside and spoke to the
waitress that Of£ Byme pointed out to us.

your licenses. The basis for the adverse action is
On November 25, 1996, a Saint Paul police officer entered
Tiffany's Bar at 2051 Ford Parkway with aa eighteen year
old female. They sat dowa at a table, and a waitress,
later ideatified as Valerie Chadwick, asked what they
would like from the bar. The 18-year old ordered a
Miller Genuine Draft and a Miller Lite. The waitress
returaed with the beers and accepted money from the
female without requesting aay ID. Chadwick later stated
that she did aot realize the female was uader age. This
sale is a violatioa of Sectioa 409.08 of the Saiat Paul
Legislative Code, as well as Mina. Stat. � 340A.503, and
constitutes grounda for adverse action against all the
licenses for the premises.
If you do not dispute that the above incident took place, I wi11
need a letter from you stating that you do not dispute the facts.
I will then have this matter scheduled before the City Council for
a hearing on what penalty, if any, to impose. You will be allowed
to speak on your behalf at that hearing.
On the other hand, if you dispute the above facts, I will schedule
an evidentiary hearing on the facts before an Administrative Law

Judge. In that event, you will receive a notice of hearing, so you
will know when and where to appear, and what the basis for the
hearing will be.
In either case, you should contact me within ten days from the date
of this letter. If I do not hear from you, I will schedule the
administrative hearing, and you may be held responsible for the
costs of the hearing if you do not then appear and contest the
facts. Please ca11 me or have your attorney call me at 266-8710 to

Squad 788 was assigned to a Vice detail at Tiffany's Baz and Grill located at 2051 Ford Parkway on the
above date.
I had Officer Chris Byrne go inside w an under a�ed female to attempt to have her served an alcoholic
beverage.
He had arranged to provide a signal to undercover officers to come intc the baz to confront the person
that sold the beverage to the under aged person.
Wt2en the signal was given, I, along r�•ith Ms. Kris Schweinler of LIEP went inside and spoke to the
waitress that Of£ Byme pointed out to us.
I identified her as I�ALERIE CHADW7CX of 505 Orchazd Pazk Rd. Orono, Minn. 55356. Phone 612-
47b-1108. DOB 5-27-75.
Valerie said she didn't realize the female was under age. `

Please take notice that a hearing concerning the above-named
establishment has been scheduled for 4:30 p.m., Wednesday, March
5, 1997 in the City Council Chambers, Third Floor, Saint Paul City
Hall and Ramsey County Courthouse.
Enclosed are copies of the proposed resolution and other documents
which will be presented to the City Council for their
consideration. This is an uncontested hearing, in that the facts
contained in the report concerning the unlawful sale of alcohol
have not been disputed. You will have an opportunity at the
Council hearing to present oral and/or written remarks as to the

your licenses. The basis for the adverse action is
On November 25, 1996, a Saint Paul police officer entered
Tiffany's Bar at 2051 Ford Parkway with aa eighteen year
old female. They sat dowa at a table, and a waitress,
later ideatified as Valerie Chadwick, asked what they
would like from the bar. The 18-year old ordered a
Miller Genuine Draft and a Miller Lite. The waitress
returaed with the beers and accepted money from the
female without requesting aay ID. Chadwick later stated
that she did aot realize the female was uader age. This
sale is a violatioa of Sectioa 409.08 of the Saiat Paul
Legislative Code, as well as Mina. Stat. � 340A.503, and
constitutes grounda for adverse action against all the
licenses for the premises.
If you do not dispute that the above incident took place, I wi11
need a letter from you stating that you do not dispute the facts.
I will then have this matter scheduled before the City Council for
a hearing on what penalty, if any, to impose. You will be allowed
to speak on your behalf at that hearing.
On the other hand, if you dispute the above facts, I will schedule
an evidentiary hearing on the facts before an Administrative Law

Judge. In that event, you will receive a notice of hearing, so you
will know when and where to appear, and what the basis for the
hearing will be.
In either case, you should contact me within ten days from the date
of this letter. If I do not hear from you, I will schedule the
administrative hearing, and you may be held responsible for the
costs of the hearing if you do not then appear and contest the
facts. Please ca11 me or have your attorney call me at 266-8710 to
discuss the matter. •

I had Officer Chris Byrne go inside w an under a�ed female to attempt to have her served an alcoholic
beverage.
He had arranged to provide a signal to undercover officers to come intc the baz to confront the person
that sold the beverage to the under aged person.
Wt2en the signal was given, I, along r�•ith Ms. Kris Schweinler of LIEP went inside and spoke to the
waitress that Of£ Byme pointed out to us.
