97-213������ Presented By Referred To Committeec Date 2 3 4 5 6 7 8 9 10 11 i2 13 14 15 16 WHEREAS, the residents adjacent to St. Thomas Cofiege within the Merriam Park Community Councii and the District 13 Community Council have submitted a petition under Legislative Code 168.03; and, WHEREAS, parking studies conducted in 1981, 1982 and again in 1985 show that these residentiai areas are impacted by commuter parking; and WHEREAS, the Council of the Ciry of Saint Paul finds that the residential area adjacent to the College of St. Thomas does not have sufficient off-street parking to accommodate the residential parking needs of the residents and the parking needs of non-residents using the College. The Council further finds frequent parking of vehicles in this residential area by these non-residential users has created residential problems of a safety, environmentai and aesthetic nature. THEREFORE, to enhance the quality of life in residential areas by reducing noise, traffic hazards and litter; to reduce air pollution and other environmentaf factors, and to serve the safety of children and other pedestrians; to preserve the character of this district as a residentiaf district and to protect the residents of these areas from unreasonable burdens in gaining access to their residences; THEREFORE, BE IT resoived that the foilowing parking regulations shall be in effect in the residentiai area around j 7 St. Thomas Colleqe: 1$ 19 2Q 21 22 1.
