�f IEREAS, the City of Sairrt Paul Administration deviated from the normal operating guidelines to declare a snow
emergency on January 4, 1997; and
3 WF�REAS, the City of Saint Paul Administration furthered this error by changing the order of the phased routes
4 to be plowed, expecting that the majority of city residents to move their vehicles, and providing less time for
5 notification of the majority of residents; now therefore, be it

snow emergency be null and void; and be it

FURTHER RESOLVED, that the City of Saint Paul City Counc��� sYsthe City Attorney's Office in conjunction
with the Department of Pubiic Works work with the Rainsey County Traffic and Violation Bureau to provide
refunds to those residents who have paid those tickets.
